RFQ: Annual Tax & Levy Consultation Services (CFDs)

The County of San Benito invites qualified consulting firms to submit Statements of Qualifications (SOQs) to provide professional tax consulting services, with a focus on Community Facilities District (CFD) annexation support, along with annual CFD levy administration services for ongoing district management.

The selected Consultant(s) will assist the County in the ongoing CFD administration, including annexation procedures, special tax calculations, and compliance monitoring. Services will also include support for the annexation proceedings and related CFD activities, in accordance with applicable provisions of the California Government Code, including but not limited to Sections 50075 et seq., 50075.3, 53343.1, and 12463.2.

This RFQ is issued in accordance with applicable public procurement laws and is intended to identify qualified firms with demonstrated expertise in special tax consulting, public finance administration, and levy management.

San Benito County has a population of approximate 67,000 residents, inclusive of two incorporated cities, the City of Hollister, and the City of San Juan Bautista. Land area is 1396 square miles. The County is located 30 minutes east of Monterey Bay and 45 minutes south of San Jose, and is a General Law County that operates under a County Board of Supervisors, a County Administrative Officer, and elected and appointed Department Heads.
