Defensive Cyber Realization, Integration & Operational Support Bridge

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Acquisition Management and Integration Center (AMIC), DET 2 OL-C, Tinker Air Force Base, Oklahoma, Contracting Office, intends to solicit and negotiate with one source, Cyber Systems & Services Solutions, LLC (CS3). The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1 (b)(1)(ii), only one source is available for this acquisition for support of non-personal services for the Defensive Cyber Realization, Integration & Operational Support Bridge. This effort provides expertise and theoretical and practical knowledge to support CPT Mission Operations and Mission Support, to include but not limited to system security engineering, security technology evaluation, compliance assessments, weapon systems maintenance, unit Line Maintenance, Weapons and Tactics, Training, Standards and Evaluations and the Risk Management Framework (RMF).

It has been determined that CS3 is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) days of the issuance of this notice. AMIC DET 2 OL-C/PKA (Tinker AFB OK) will consider responses received by 12:00 P.M., EST on 3 January 2024. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
