52.237-1 Site Visit (Apr 1984) Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit to assess the work environment and confirm their ability to fulfill the requirements before finalizing their bids. Offerors or quoters are expected to inspect the site where the work will be performed to gain a comprehensive understanding of the project scope. To facilitate this process, an organized site visit has been scheduled for 01 JULY, 2026, at 10:00 am PDT. Participants are requested to assemble at Building 150 at TRACEN Petaluma.

Contractors seeking access to TRACEN Petaluma to participate in the site visit must request the Commercial Access Form by emailing SMB-FORCECOM-048@uscg.mil. Completed forms must be submitted to the same address at least 5 business days prior to the intended visit. The designated Government Point of Contact (POC) will forward the form for review and approval by the Command Security Officer (CSO). Late submissions may result in delayed or denied access.

All contractor personnel are required to successfully pass a background check and present a Real ID or valid driver’s license accompanied by a secondary form of identification. Additionally, valid vehicle registration and proof of insurance must be provided. Contractors unable to meet these requirements must be escorted by a Common Access Card (CAC) holder for the duration of their visit. Access may be delayed or denied if an escort is unavailable.

Offerors are required to provide prices for all items/CLINs. A zero-dollar figure ($0.00) unit price means the offeror shall provide the service/supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable.

Basis for Award:

Award will be made to the quoter whose quotation offers the best value to the government, considering Technical Approach, Past Performance, and Price. The government will evaluate information based on the following evaluation criteria:

1. Technical Approach. The Government will evaluate the offeror’s technical approach based on the extent to which the proposal demonstrates a clear understanding of the Statement of Work requirements and the ability to execute all specified tasks. The offeror must provide evidence of a valid California C-4 or C-36 license and describe the procedures, personnel qualifications, and equipment (including calibrated pressure gauges and portable hydro pumps) that will be used to perform inspections and hydrostatic testing. The approach should detail safety measures for conducting tests at 1.5 times MAWP and methods for protecting sensitive inline equipment. The evaluation will consider the thoroughness, feasibility, and regulatory compliance of the proposed methodology.

2. Past Performance. The Government will assess the offeror’s past performance in delivering comparable boiler inspection and hydrostatic testing services. Evaluation will focus on the offeror’s track record for quality, timeliness, adherence to safety standards, and completion of required documentation. Information may be drawn from previous contracts, customer references, and other relevant sources to determine the offeror’s reliability and capability to successfully perform the work.

3. Price. Price proposals will be evaluated for reasonableness and consistency with the technical and management approach, as well as overall value to the Government. While price is an important consideration, the Government may select an offer that is not the lowest priced if it is determined that the technical approach and past performance provide greater benefit. The Government reserves the right to make an award to the offeror whose proposal represents the best value.

A quote must comply in all aspects with the requirements and conditions set forth in this RFQ; a quote must meet or exceed all mandatory RFQ requirements. If an Offeror takes exception to any of the terms and conditions of the RFQ or fails to meet any of the requirements of the RFQ, then the Government may consider the quote unacceptable.

A Firm-Fixed Price contract will be awarded to the responsible offeror whose offer fully conforms to this solicitation and is determined to be the most advantageous, considering price and other factors. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary.

The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

The anticipated award date is 10 days after solicitation closing date. Only one purchase order is anticipated resulting from this RFQ, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award.

The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov. Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.204-7, System for Award Management – Registration.
