This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with FAR Part 13, Simplified Acquisition Procedures, and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation document’s incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 Effective date 06/11/2025.

This solicitation is advertised as a 100% Total Small Business Set-Aside under NAICS Code 332618 – Other Fabricated Wire Product Manufacturing, with a size standard of 500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award.

The Government requests pricing for the following items:

Solicitation W9127N25QA087 is a Request for Quotes (RFQ) under FAR Part 13 for the establishment of a FOB destination, firm fixed price, for purchase of eight (8) STS Roller Chains – Brand Name: TSUBAKI for the Bonneville Lock and Dam.

Delivery Information:

Delivery: No Later Than Twelve (12) Weeks After Receipt of Award.

FOB: Destination. Shipping Costs to be Included in the Unit Prices of the CLIN(s) below.

Additional submittal requirements based on evaluation factors:

Technical Evaluation: the Contractor shall submit a quote. For a quote to be considered responsive, the Offeror shall include technical specifications with any additional supporting document formatted for digital review in either PDF or Word for approval by technical POC (to show that the proposed items/equipment meet the minimum requirements as listed in the Specifications and drawing.)

Price Evaluation: the Contractor shall submit a quote with pricing valid for the 30 days from the close of the solicitation. Price shall include all shipping and delivery charges.

Offerors shall include a completed copy of the provision at 52.212-3, Alt I, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.

Submissions:

All inquiries regarding to this solicitation shall be submitted in writing to Contract Specialist Rattiya Oaks at rattiya.p.oaks@usace.army.mil no later than Monday, 25 August 2025 at 09:00 Pacific Standard Time (PST) for the Government response. Any questions submitted after that date may not be answered.

Quotes shall be submitted in reply to this solicitation no later than Tuesday, 02 September 2025, at 16:00 Pacific Standard Time (PST). Offerors are responsible for verifying receipt of their quotes to this office before the offer due date and time. Facsimile (Fax) responses are not accepted.

BASIS FOR AWARD

The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price. The Government does not intend to have discussions with offerors so please ensure that all information required in the Technical Specifications is provided with your quote.

ADDITIONAL INFORMATION FOR YOUR USE:

System for Award Management (SAM) IMPORTANT!

Registration is required in the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration is necessary in order for the Government (Corps of Engineers) to award a contract and do business with a contractor.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Evaluation: the Contractor shall submit a quote. For a quote to be considered responsive, the Offeror shall include technical specifications with any additional supporting document formatted for digital review in either PDF or Word for approval by technical POC (to show that the proposed items/equipment meet the minimum requirements as listed in the Specifications).

Price Evaluation: the Contractor shall submit a quote with pricing valid for the 30 days from the close of the solicitation. Price shall include all shipping and delivery charges.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
