  1. Input voltages to the CCA

  2. Output voltages and currents for each output

  3. Any control functions

  4. Mechanical outlines including dimensions including the mounting positions.

  5. Position of the thermal connections to heat sinks.

  6. Connector types, positions, and pinout etc.

  7. Operating temperature/humidity/vibration etc.



Although this information may also be contained throughout other documents, interested offerors are referred to Attachments 7 and 8, section 4.0 and subsections.

UPDATE 02

The purpose of this update is to provide Q&A.



The soliciation due date is not changed as a result of this update.





Q1) Just to be clear, the essence of the solicitation is that you want a vendor to produce Form/Fit/Function circuit card assemblies (CCA) (resolving the obsolescence issues within the CCAs) for the various power supplies and deliver the CCAs to the FAA. Will installation of the CCA then be conducted by FAA employees?



FAA RESPONSE: Yes, the FAA intends to install the kits with our own personnel using the technical data and installation procedures obtained from this procurement. The FAA is seeking kits to update the existing power supply modules replacing the existing hardware with modern hardware. The kit is to include any material (parts, components, CCA, etc.), installation procedures, verification of function and adherence to the SOW, and anything else needed for the FAA to install the kit into the existing power supply. This may be a FFF CCA or a FFF redesign. The design will be held on fitting in the module housing and the module then meeting the FFF qualifications.





Q2) Each of the CCA drawings refence another drawing number for the schematic diagram of the CCA. Do you have those drawings? Also, do you have any of the Gerber files for the CCAs?



FAA RESPONSE: The FAA has provided all technical data we possess for production of these kits. No further design or technical data is anticipated to be available for the awarded contractor. Schematics were added to the announcement in ‘Update 01’ below.





Q3) Since there are no production quantities listed in this solicitation, are the production quantities expected to be the same as stated in the Sources Sought?



FAA RESPONSE: No, there are no production quantities with this requirement. This requirement is now first articles in quantities specified in the SIR and data deliverables only.





Q4) Regarding this design, are we designing this or is it already designed we’re adding things to it?



FAA RESPONSE: The FAA is seeking kits to update the existing power supply modules replacing the existing hardware with modern hardware.

The Federal Aviation Administration is seeking proposals via Screening Information Request (SIR) for the design and first articles of Multi-Voltage Power Supply (MVPS) repair kits for the ASR-9 Radar System.





This is an open and unrestricted competition. Offerors must be registered in System for Award Management(SAM) and possess no active exclusions therein to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. This requirement is subject to the FAA's full data rights, without any exception, for all deliverables under this contract.





The contractor must furnish all labor, facilities, equipment, and materials to produce manufacturing data and first articles for the ASR-9 Multivoltage Power Supply repair kits as outlined in the attached Statement of Work (SOW) and addendum. The specific quantities of first articles include the following:





Four (4) First Articles for Module A



Seven (7) First Articles for Module C



Two (2) First Articles for Module D



Two (2) First Articles for Module D1





The FAA intends to award one (1) Firm Fixed Price contract to the lowest price technically acceptable (LPTA)offeror.





See Section M of the SIR for full Instructions to Offerors. See Section L of the SIR to see how proposals will be evaluated.





All documents attached to this announcement are considered by the FAA to be in final format at this time. Questions about the SIR, or requirement documents should be sent via email to the POC of this announcement no later than three days prior to the closing date of this solicitation to allow the FAA adequate time to provide response.





All amendments to this SIR will be posted to this announcement on System for Award Management website(SAM.gov). Interested offerors are cautioned to check the website periodically for amendments and updates. SAM.gov is the official website for this announcement.





Offerors are encouraged to carefully review the instructions to offerors on how to respond to this announcement located in Section M of the SIR document, and how proposals will be evaluated in Section L of the SIR document.





Offerors are cautioned that there are items in Section K of the SIR document that require fill-in. Do not inadvertently omit this.
