ORIGINAL POST
The DOL Office of Workers’ Compensation Programs (OWCP) is conducting market research for an upcoming procurement requirement titled Site Exposure Matrices (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC). The scope of work involves maintaining, updating and providing subject matter expertise on the contents of a comprehensive relational database containing information about the occupational use of toxic substances at major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA or Act).
Public Law 106-398, the EEOICPA of 2000, as amended, established a program to compensate nuclear weapons program workers diagnosed with adverse health effects from exposure to beryllium, ionizing radiation, and silica encountered in the course of nuclear weapons-related work for the United States. The Fiscal Year 2005 National Defense Authorization Act, signed by President Bush on October 28, 2004, amended the EEOICPA by creating a new system of federal compensation called Part E. The DOL administers Part E and affords coverage for DOE contractors and sub-contractor employees and certain individuals potentially covered by the Radiation Exposure Compensation Act (RECA) for exposures to an array of toxic substances and chemicals.
The DEEOIC has responsibilities under Part E of the EEOICPA to issue decisions concerning whether certain employees of DOE contractors or sub-contractors or uranium workers contracted illnesses as a result of exposure to toxic substances in their work environment. It is essential that DEEOIC have accurate, timely, and useful information regarding toxic substances used at DOE sites throughout the United States.
The objective of this Request for Information (RFI) is to assess the marketplace for vendors that have the capability to maintain and update a comprehensive relational database of information regarding toxic substances at all major DOE facilities and uranium sites covered under the EEOICPA and must include:
1. SEM Database Maintenance
2. SEM Database Security
3. SEM Database Updates
4. “Q” Cleared Staff
5. Data Quality
6. Research Support
7. SEM training
8. Library
9. Contractor Acquired, Government Funded Equipment
10. Provide a single, experienced program manager to support the DEEOIC
11. Provide monthly and weekly reports detailing work performed during that period
