This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes.



The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Stericycle with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because they are the only vendor offering all requirements of the VAMC to include purchasing of the supplies, installation of equipment and visual aids, training of personnel, removal and disposal of waste. The North American Industry Classification System (NAICS) code for this requirement is 562211 and the product/service code is Q901.



As this is a service acquisition estimated to be over the Simplified Acquisition Threshold, the Small Business Administration and the Federal Acquisition Regulation have Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Description of Services: See attached Statement of Work



While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. Interested firms with the capability of providing the requirement, per applicable subcontracting rule limitations, shall submit capability statements so the Government can determine the firm s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government s review of the industry s ability to perform or provide these requirements.



Firms shall include the following information with their responses: Organization name, unique entity identification (UEI) number, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number.



Capability statement demonstrating the ability to meet the specialized requirements stated in the Statement of Work and their expertise in the above-described areas in sufficient detail, including any other specific and relevant information.



Copies of any agreements with companies/manufacturer(s) showing authorization to provide required products / services.



Small Business respondents indicate the estimate of services to be subcontracted. What percentage of services (estimated) would the company perform as the Prime Contractor? __________________% What percentage of services (estimated) would the company subcontract to other firms? __________________%



Vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to cameron.rick@va.gov within seven calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
