Sealed bids will be received at the office of City of Avenal, 919 Skyline Boulevard, Avenal,
CA 93204 prior to 2:00 p.m. on January 23, 2025 for the following work
The Community and Recreational Sports Building Project - Phase 2 Cooling Center
consists of providing reinforced concrete, structural steel and wood members, 2” x 4”
and 2” x 6” framed wood walls, plywood, sheetrock, hollow metal doors, rollup doors,
plumbing, and drain piping, heating and cooling equipment, electrical panels, equipment
and conduit, solar parking lot lights, multi-zone speakers with amplifiers, cameras,
wireless access point and microphone system, wet fire sprinkler system, chain link
fencing, access roadway and miscellaneous appurtenances.
Please note there will be a Job Showing for the project at 9:30 a.m. on Thursday January 16, 2025 at the project site. The preliminary engineer's estimate for this work is $4,775,000 to $5,475,00
Any bids received after the time stated will not be considered, will not be opened, and
will be returned to the person submitting the bid.
In accordance with California Public Contract Code Section 20103.5, when federal funds
are involved in local agency contracts, no bid shall be invalidated by the failure of the
bidder to be licensed in California at the time of bid opening. However, at the time of
award, the selected contractor shall be properly licensed in accordance with the laws of
the State of California.
The Contract Documents, including reduced Contract Drawings and Specifications, may

City of Avenal NTB-2 Community Building Phase 2 Project
The work is “public work” subject to prevailing wages. Listings of the prevailing wage
scale for this work are available on the internet at
http://www.dir.ca.gov/DLSR/PWD
. No
contractor or subcontractor may be listed on the bid proposal unless registered with the
Department of Industrial Relations pursuant to Labor Code § 1725.5. No contractor or
subcontractor may be awarded a contract for public work on a public works project unless
registered with the Department of Industrial Relations pursuant to Labor Code § 1725.5.
The Contractor may substitute securities for any moneys withheld to insure performance
under the contract in strict accordance with Section 22300 of the Public Contracts Code
of the State of California.
The bids must be accompanied by a certified check or bidder's bond for ten percent
(10%) of the amount of the bid and made payable to City of Avenal. The certified check
or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if
awarded a contract, and will be declared forfeited if the bidder refuses or neglects to
enter into said contract within 10 days after being requested to do so. The successful
bidder will be required to furnish a performance bond in an amount equal to one hundred
percent (100%) of the contract price and a payment bond in an amount equal to onehundred
percent (100%) of the contract price, said bonds to be secured from a financially
responsible surety company, satisfactory to the City of Avenal, authorized to do business
in the State of California.
The Contractor shall possess a Classification A – General Engineering Contractor license
or other specialty licenses as required under the laws of the State of California.
Each Proposal submitted in response to this invitation shall include the cost of all work,
labor and materials to complete the project. It shall, furthermore, include all materials
and labor of whatever kind required in regard to providing adequate sheeting, shoring
and bracing of excavations.
City of Avenal NTB-3 Community Building Phase 2 Project
The bids will be opened in public at the above prescribed time and date. Award will be
made to the lowest responsible bidder, however, the City of Avenal reserves the right to
reject any or all bids, to waive informalities in the bid, and to postpone the date of bid
opening.
This project is subject to Section 3 of the Housing and Urban Development Act of 1968,
per Title 24 Code of Federal Regulations, Part 75, and as amended by the Housing and
Community Development Act of 1992. Section 3 requires that recipients of HUD funding,
such as Contractors of CDBG-funded projects, to the greatest extent possible, provide
training, employment, contracting and other economic opportunities to low- and very
low-income persons, especially recipients of government assistance for housing, and to
businesses that provide economic opportunities to low- and very low-income persons.
