Gunnison County is seeking bids for replacement of workstations in the Blackstock Government Building located at 221 N. Wisconsin Street. The building is about 26,200 square feet on 2 floors. There are 7 suites of offices, 1 public meeting room, and 2 separate offices in the building. Replacement of workstations will coincide with carpet replacement throughout the building. We expect that carpet will be replaced in phases, one suite at a time. Work will be coordinated tightly to reduce the impact to County staff and the public. Limited storage is available at the site in an approximately 200 sq.ft. garage, siting of containers on adjacent streets may be possible with the City’s permission.
The building will be occupied and open to the public from 8am-5pm weekdays excluding holidays. The County will temporarily relocate workers one office suite at a time to allow for furniture removal and carpet replacement. Some larger spaces may require replacement work to be done while the space is partially occupied, replacing one half of the space at a time. The County prefers the majority of work to be completed on nights, weekends, and holidays. Some work in select areas may be completed during regular hours as possible while maintaining business functions and as coordinated with Facilities and Grounds. Bidders are encouraged to discuss execution strategies with facilities staff and perform a site visit.
Demolition, haul off, and disposition of used workstations and chairs is the responsibility of the contractor. Recycling is highly encouraged. As demolition is performed; used materials should be stacked neatly in a space provided adjacent to the building until it can be removed and disposed. Work spaces must be kept clean and free of hazards.
Gunnison County Facilities will work with the contractor to move furniture and find temporary spaces for select workers so work may be done. Some spaces may be completed one half at a time, so that services can continue to operate in the remaining half and then switch to complete the second half. Other ideas and approaches are encouraged and should be discussed with facilities during the site visit. Execution approaches should be detailed in a schedule and narrative included with the proposal.
Schedule
- Selection of contractor February 13, 2026
- Finalize design and furniture selections/ Final order for approval week of March 23, 2026
- Demolition and installation begin July 6, 2026
Proposal and Selection:
Contractor will be selected based on a combination of price (based on a standard workstation specified herein), quality, and the ability of the Contractor to provide design services, options with pricing, and execution of the installation in coordination with other activities in the facility. Some reconfiguration of existing work stations and design work will be required. The County seeks a vendor which can provide design services and options for consideration and work with select staff to determine the best use of space to support workflow and future growth.
Please include the following in response to this RFP:
- Price for limited design and consultation services including at least 2 site visits and interviews with 6 separate department directors and County Facilities staff to determine final layout and furniture needs.
- Price to produce scaled layout drawings based on existing conditions and site measurement. Facilities can provide building plans for the facility but such plans do not capture recent remodels and reorganization of spaces which must be confirmed on-site.
Pricing for design services described above must be itemized in the proposal response.
- Price for workstations substantially similar to the descriptions attached to this RFP in Exhibit A.
- Price for assembly and setup assuming most work will be conducted at night and on weekends.
- Storage and haul-off of waste.
- Provide a description of your design capabilities including staff that will be involved and their experience.
- Provide references and examples of similar projects.
Pricing is intended to be a starting point to provide sufficient information for the County to make a selection of a contractor for the project which will be further developed with the selected contractor. Please identify outstanding issues which, in your view, still need to be resolved before a final design and price can be produced.
Selection will be based on best value as defined and determined by the County selection team and approved by the County Manager. The County will consider cost to perform the work, schedule, capacity, experience, and creativity of proposals. Gunnison County reserves the right to rank and select proposals; to accept or reject any or all bids, and to waive any informalities or irregularities therein and to accept the proposal(s) that in its judgment, best serves the interests of the County.
Process:
The selected Contractor shall conduct site visits and meet with department heads and facilities staff to understand and rank needs and wants. A refined proposal shall be provided for the County’s review. If necessary, changes and revisions may be requested by the County. A final design and proposal including cost and installation schedule shall be provided for County review. If the County rejects the proposal the Contractor may revise and resubmit its proposal or the agreement may be terminated by either party. If the agreement is terminated without an accepted proposal the County shall pay the design costs as identified in the agreement. If the proposal is accepted the County will issue an order to proceed with procurement and scheduling for work to commence per the agreed upon schedule.
The contract agreement for this Project will be generally based upon the County’s standard form of agreement which can be found on the County website or this link. The County is not inclined to modify the intent of the Agreement, but will be open to suggestions for purposes of clarity.

Exhibit A
Standard workstation
- The standard workstation is a 4’ adjustable height desk with a 5’ return shell desk and a credenza above the return with storage cabinets. The return should have one set of file drawers and a pencil drawer. The file drawers should be modular so the return can be oriented either left or right of the standing desk. A quality office chair with lumbar and height adjustments must be included. Workstations must be capable of delivering power and data through integrated cabling, or raceways as necessary in open offices as described below.

o Provide 13 workstations; workstations will be setup in open office concept and must be capable of providing power and data or integrated with cubical wall system with electric and data distribution.
o Provide 2 workstations in private offices with 5’ bookshelf and additional storage credenza. (RM 134 and RM 135)
o Provide large conference table (or connected tables) to seat 16 (RM 132)

o Provide 4 workstations; workstations will be setup in open office concept and must be capable of providing power and data or integrated with cubical wall system with electrical and data distribution.
