Certified Cloud hosting and applications

This is a Notice of Intent (NOI), NOT a request for proposal. The NIH Office of Human Subjects Research Protections (OHSRP) under the Deputy Director for Intramural Research (DDIR) to oversee the Intramural Research Program's (IRP) Human Research Protection Program on behalf of the Deputy Director, who serves as the NIH Human Research Protection Program (HRPP) Institutional Official (IO) intends to negotiate on an other than full and open competition basis with Valiantys Federal’s FedRAMP, 1500 K Street NW Suite 200 Washington, DC 20005, to procure FedRAMP certified Cloud hosting, an application migration of our current Atlassian server products to Valiantys Federal’s FedRAMP compliant Cloud platform, and licensing for Atlassian products.

DESCRIPTION OF WORK

Valiantys Federal will provide the following:

• Management of the FedRAMP compliant Cloud Platform infrastructure components to support our Atlassian applications.

Period of Performance:

March 21, 2025- March 20, 2026

Valiantys Federal (formerly Contegix) was selected as a vendor because of its unique qualifications as a vendor including:

• They have been an Atlassian partner since 2002.


• They are Atlassian’s only FedRAMP-authorized partner.


• The ability to provide secure access to Confluence and JIRA to meet the unique needs of the NIH IT security requirements.


• The ability to migrate OHSRP’s current Server instance of Confluence and JIRA from their on-premises location to the Data Center instances in the Contegix hosted environment (completed in 2024).


• The ability to build out and manage the FEDRAMP compliant Cloud platform infrastructure components to support our applications.


• The ability to provide a lower number of licenses than Atlassian can directly provide to accommodate the amount of end user licenses required by NIH.


• A current review of potential vendors does not reveal any new competitors in the marketplace to date.


• OHSRP would like a continuation of service so current business is not interrupted and the NIH Intramural research community can access OHSRP resources as needed for protocol development.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.

No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to holleyv@od.nih.gov. The government will consider responses received by 10:00AM, EST, Tuesday, March 11, 2025. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
