Design-Build Services for Veterans Memorial Field Lighting Project

1.1 Project Overview The Town of Barrington, through its Department of Public Works, is soliciting proposals from qualified design-build teams to provide design and construction services for the installation of a new sports field lighting system at Veterans Memorial Field, located in Barrington, Rhode Island.

  • RFP Issued: April 21 st 2025
  • Pre-Bid Meeting (Optional): April 28 th 2025 10am on site
  • Questions Due: May 5 th 2025 11 am via email
  • Proposals Due: May 9th 2025 11 am in person
  • Target Award Date: Upon Council Approval date TBD

SECTION 2: PROJECT BACKGROUND & GOALS

Veterans Memorial Field is a central athletic facility serving local sports programs and community events. The Town intends to replace or upgrade existing lighting systems with a new, energy-efficient LED system that provides high-quality, uniform lighting in accordance with IESNA RP-6-15 standards for recreational and competitive play.

Goals include:

  • Improved visibility and safety for players and spectators
  • Reduced energy usage and light spill
  • Long-term reliability with minimal maintenance
  • System control for flexible operation
  • Salvage existing electrical to avoid trenching leading to field closure if possible

SECTION 3: SCOPE OF WORK

3.1 Design-Build Services The selected team will be responsible for:

  • Field investigation and validation of site conditions
  • Engineering design of the lighting system
  • Photometric analysis meeting Town performance requirements
  • Procurement and installation of all poles, luminaires, and controls
  • Foundation design and construction
  • All necessary electrical work and trenching (if deemed needed)
  • Testing, commissioning, and training

3.2 Illumination Overview Bidders are required to provide an overview of proposed lighting performance, including anticipated average and minimum footcandle levels for infield and outfield areas. Submissions must include a detailed photometric plan showing uniformity and illumination levels across the entire field.

3.3 System Overview Proposals should include a general description of the proposed lighting system including pole types, fixture styles, control systems, and any additional components. Equipment specifications, lighting characteristics, and warranties should be described. Submissions must clearly demonstrate how the system meets or exceeds the Town's goals for quality, reliability, and energy efficiency.

SECTION 4: PROPOSAL REQUIREMENTS

All proposals shall include:

  • Cover letter and company profile
  • Relevant experience and past performance
  • Proposed lighting layout and photometric analysis
  • Detailed scope of work and timeline
  • Lump sum price and itemized cost breakdown
  • Warranty and maintenance options
  • List of key personnel and subcontractors

SECTION 5: EVALUATION CRITERIA

Proposals will be evaluated based on:

  • Qualifications and relevant experience (25%)
  • Quality of design and technical approach (25%)
  • Cost and value (20%)
  • Schedule and ability to meet timelines (15%)
  • Warranty and support offerings (15%)

SECTION 6: SUBMISSION INSTRUCTIONS

Submit 3 hard copies and one digital copy via USB.

SECTION 7: BONDS AND INSURANCE

The selected contractor shall furnish a 100% Performance and Payment Bond for the full amount of the contract price. Bonds must be provided by a surety company licensed to do business in the State of Rhode Island and acceptable to the Town. Proof of insurance coverage meeting Town requirements will also be required prior to contract execution.

SECTION 8: DAVIS-BACON ACT COMPLIANCE

This project is subject to the provisions of the Davis-Bacon Act, and all contractors and subcontractors must pay laborers and mechanics wages at rates not less than those prevailing on projects of a similar character in the locality as determined by the U.S. Department of Labor. Certified payroll documentation will be required for compliance verification.

SECTION 9: BUILDING CODE COMPLIANCE

All work performed must comply with local, state, and federal building codes and regulations, including applicable electrical and safety standards.
