Description of Intended Products or Services Provided:
Purchase of OEM and aftermarket medium and heavy duty truck parts, supplies, repairs, services, diagnostic services, and associated freight needed to support County-owned fleet units for the following:
> Freightliner
> Western Star
> Sterling
> Cummins
> Detroit Diesel.
Tampa Truck Center is the only authorized Freightliner and Western Star dealership in the region with certified capability to provide OEM parts, warranty repairs, proprietary diagnostics, and factory-authorized service for County-owned Freightliner, Western Star, Sterling, Cummins, and Detroit Diesel powered equipment. Many of the County’s medium- and heavy-duty trucks use Cummins and Detroit Diesel engines, emissions systems, and driveline components that require manufacturer-certified technicians, proprietary diagnostic software, and factory-authorized repair procedures. These systems cannot be accurately diagnosed or repaired by non-dealer repair shops because Cummins INSITE, Detroit Diesel Diagnostic Link (DDDL), and Freightliner service tools are restricted-access platforms available only to authorized distributors and dealerships. Furthermore, OEM warranty policies for Freightliner, Cummins, and Detroit Diesel require that warranty-covered and emissions-related work be performed exclusively through an authorized dealer to maintain compliance and avoid voiding warranty protections. Tampa Truck Center is the only vendor in our service area that holds the required OEM authorizations, certified technicians, technical training, proprietary diagnostic systems, and direct manufacturer support needed to correctly service Freightliner chassis, Western Star chassis, Sterling platforms, and Cummins and Detroit Diesel engines. Because no other local vendor can legally or technically provide this combination of OEM parts, warranty service, factory-approved diagnostics, and certified repairs, Tampa Truck Center is the sole available source capable of meeting the County’s operational, technical, and compliance requirements.
Fleet Management must periodically sublet repairs and service to the local authorized Freightliner dealership, Tampa Truck Center. Collier County currently owns and operates more than 100 medium- and heavy-duty fleet units that fall under this single source waiver. These vehicles support critical operational functions for Public Utilities and Public Transportation, including CAT, Water and Wastewater operations, lift station support, fuel distribution, sewer response, heavy hauling, and transportation of mission-critical equipment. Because these divisions provide foundational public services that directly impacts public health, environmental compliance, and community safety, it is essential that their fleet assets remain road-ready at all times. Maintaining these units requires timely access to OEM and approved non-OEM parts, specialized diagnostic tools, and factory-authorized service capabilities that only an authorized Freightliner dealer can provide. Many repairs—particularly those related to engines, emissions systems, drivetrains, electrical systems, and warranty-covered components—must be performed by a certified dealership to maintain manufacturer warranty requirements, ensure proper technical repairs, and avoid equipment downtime. This single source waiver ensures Fleet Management can procure the necessary OEM parts, aftermarket parts, and dealership-level repair and diagnostic services required to keep these high-value assets operational. Without this capability, essential County operations would experience extended equipment downtime, reduced service capacity, and increased operational risk. Subletting select repairs to Tampa Truck Center therefore directly supports the County’s public purpose by ensuring uninterrupted service delivery, safeguarding public infrastructure, and maintaining operational readiness across multiple critical departments.
