Description

The United States Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), Contracting and Procurement Office (CPO) intends to add open market items into a pending Federal Supply Schedule (FSS) task order in accordance with Federal Acquisition Regulation (FAR) 8.402(f). DCSA CPO intends to solicit and negotiate directly with Iron Mountain Information Management, LLC (Iron Mountain) on behalf of the DCSA Office of the Chief Information Officer (OCIO) under the authority of FAR 13.106-1(b) Solicit from a Single Source.

The proposed action is for the procurement of Iron Mountain colocation services located in Boyers, Pennsylvania (PA). The action is critical to DCSA for continued Information Technology (IT) hosting services, power, air conditioning, and network connectivity to DCSA's IT equipment, as well as cross connection and helping hands support. Not all items to be procured are available via Iron Mountain's GSA schedule. Non-GSA items are being procured through Iron Mountain using open market procedures. These open market items will be included in the task order in accordance with FAR Part 8.402(f).



Iron Mountain is the only provider within fifty (50) miles of Boyers, PA that meets all DCSA required colocation data center criteria:




  • Certified Telecommunications Industry Association (TIA) Tier III identified by Technology Institute IA-942 (TIA’s American National Standards Institute (ANSI)/TIA-942 Standard)

  • National Institute of Standards and Technology (NIST) Certified

  • Federal Risk and Authorization Management Program (FedRamp) certified

  • Federal Information Security Modernization Act (FISMA) High Compliant



The open market items for inclusion within the FSS Order include one-time installation materials and labor to support space expansion, including:



Cable tray (across aisle) x QTY 1



Cabinet grounding x QTY 8



Containment (overhead) x QTY 8



Containment (doors) x QTY 2



Cabinet Material 48U x 750mm Wide x 1200mm Deep Enclosure x QTY 8



Rack Power Distribution Unit (PDU) Material x QTY 16



No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM EST on 19 March 2025. Inquiries will only be accepted via email to the Contract Specialist, Ms. Tawny Beard-Landers, tawny.r.beard-landers.civ@mail.mil, and the Contracting Officer, Ms. Kelsie Kautz, kelsie.kautz.civ@mail.mil. No telephone requests will be honored.



A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
