Notice of Intent to Sole Source to Business News Americas Spa

**THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO BUSINESS NEWS AMERICAS SPA **

This is a notice issued as required by FAR 5.203. DFC intends to award this sole source contract under the authority of FAR 13.106-1(b) and negotiate a purchase order with Business News Americas Spa (BNAmericas). The United States International Development Finance Corporation (DFC) intends to negotiate a sole source purchase order.

BNAmericas is uniquely qualified to meet DFC’s requirements because it is the sole provider of its proprietary, full‑scope subscription service, with no authorized resellers and no equivalent alternative available in the market. Its web‑based platform delivers a distinctive combination of real‑time news, expert analysis, in‑depth sector reports, and a comprehensive projects and deals database focused specifically on Latin America and the Caribbean. This content is produced by on‑the‑ground regional experts in English, Spanish, and Portuguese and is tailored to infrastructure, energy, critical minerals, and political risk—core priority areas directly aligned with DFC’s mission to mobilize private capital in support of U.S. foreign policy and national security objectives. Limited third‑party licensing arrangements do not replicate the breadth, timeliness, or analytical depth of the BNAmericas platform, making it uniquely capable of supporting DFC’s business development, transaction origination, and portfolio monitoring activities in the Western Hemisphere.

The North American Industry Classification System (NAICS) code for this acquisition is 519290.

This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within three calendar days of publication of this notice, shall be considered by DFC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
