PROJECT INTRODUCTION:
The Yuba Water Construction Authority (Owner) is a joint powers authority formed by the Yuba
County Water Agency (Agency) and County of Yuba to undertake public works projects on behalf
of the Agency at Agency’s s expense. Owner has agreed to develop and construct the Daguerre
Point Nature-like Fishway Project (Project) on Agency’s behalf and is issuing a Request for
Proposals (RFP) in search of qualified firms (Proposers) to provide pre-construction and
construction services (Work) as a Construction Manager at Risk (CMAR) for the Project.
The Project is one component of a collaborative watershed recovery effort called the Yuba River
Resiliency Initiative. This initiative is transformational and will provide critical support for target
fish species while meeting the goals and priorities of the California Department of Fisheries and
Wildlife (CDFW), National Marine Fisheries Service (NMFS) and the Yuba Water Agency. These
partners came together to identify priority recovery actions in the Yuba River, which includes
constructing a nature-like fishway (with a modernized irrigation diversion structure and fish
screen) at Daguerre Point around Daguerre Point Dam (an Army Corp of Engineers owned and
operated Facility).
The Project has been designed to provide fish passage around the dam for all target species
while accommodating flood flows and downstream sediment transport. The project will provide
the following benefits:
1. Volitional passage around Daguerre Point Dam for federally threatened southern Distinct
Population Segment (DPS) of North American green sturgeon, state and federally
threatened Central Valley spring-run Chinook salmon Evolutionarily Significant Unit
(ESU), federally threatened California Central Valley steelhead DPS, as well as Pacific
lamprey and the commercially and recreationally valuable Central Valley fall/late fall-run
Chinook salmon ESU.
2. Full access to 12.6 miles of high-quality, increasingly rare, and uniquely cool in-river
habitat for target fish species between Daguerre Point Dam and Englebright Dam.
3. Improved water supply reliability for the local farming community, the primary economic
engine in Yuba County which is an important agricultural region.
4. Upgraded water supply intake/fish screen structures to meet NMFS and CDFW design
criteria.
Project Costs are expected to exceed $60 million, inclusive of pre-construction and construction
services to be provided by the selected CMAR entity. Please refer to Attachment 2 to this RFP
for a detailed Scope of Work for this Project.

1.1. Definitions
A. Terms used in this RFP have the meanings indicated in Attachment 1 – Definitions.
B. In addition to terms specifically defined, terms with initial capital letters in the
Proposal Documents include references to identified articles and paragraphs, and the titles of
other documents or forms.

1.2. Proposal Documents
A. Instructions for obtaining the Proposal Documents are set forth in the
Advertisement.
B. Proposers must obtain a complete set of the Proposal Documents listed below for
use in preparation of the Proposal for the Project. Documents are available only in electronic form.
Proposers are responsible for obtaining a complete set of Proposal Documents and assume sole
responsibility for errors or misinterpretations resulting from the use of incomplete Proposal
Documents. For those Proposers that qualify for interviews, the Owner reserves the right to
provide additional Proposal Documents by addendum to the Request for Proposals (RFP).
