Advisory and Assistance Services for Protocol:



Notice of Intent to Sole Source HQ0147-18-C-0041





Purpose:



The Missile Defense Agency (MDA) intends to award a sole source contract extension to L.C. Wright, Inc. for Protocol support services. This notice is for informational purposes only. MDA requires professional protocol support for the MDA Agency Director and General Officer/Senior Executive Services (SES) members.



Based on currently available information and ongoing market research, MDA anticipates that L.C. Wright, Inc., is the only source capable of providing these services without unacceptable delays and substantial duplication of costs that are not expected to be recovered through competition. The Government intends to issue a sole source contract extension to L.C. Wright, Inc. under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.



The anticipated period of performance for this effort is two months.



This notice is intended to meet the requirements of FAR Subpart 5.2. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, which shall be considered by the agency. Such information must be received within 15 days from date of posting. A determination by the Government not to compete this requirement based upon responses received is solely at the discretion of the Government. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice.





Description of the Requirement:



The MDA TEAMS Protocol support services include but are not limited to:




  • General protocol office support;

  • Agency event support; and

  • Distinguished visitor support.



Protocol professionals shall be relied upon to manage, plan, and execute the MDA’s various key leader engagements and hosting of Congressional, State, and Local Official Delegations, Foreign/Distinguished Visitors (including General Officers/Flag Officers/SES personnel, and foreign dignitaries) and awards, retirement, and other VIP and ceremonial and social functions that are high visibility. These Protocol professionals will serve as advisors to the Chief of Staff (COS) Office on all matters of military protocol and foreign customs / courtesies.





Place of Performance: National Capital Region (NCR); Dahlgren, Virginia; Huntsville, Alabama; Fort Greely, Alaska; Vandenberg SFB, California; and Colorado Springs, Colorado.

Responses should demonstrate the ability to provide general protocol support, Agency event support, and distinguished visitor support.



All responses must be received within 15 days of this posting and submitted to Lauren Travis, Contracting Officer, via email lauren.travis@mda.mil. No telephone inquiries will be accepted. Email submissions should be less than 5MB in size. Microsoft Word or Adobe Acrobat formats are preferred.



While the Government discourages the submission of proprietary or business-sensitive information, any such information that is submitted must be clearly marked by the vendor. The Government will protect properly marked proprietary information from unauthorized disclosure in accordance with Subsection 27 of the Office of Federal Procurement Policy Act, as amended (41 U.S.C. 423), and as implemented in the FAR.
