East Linda Gateway: Lindhurst Corridor Revitalization Project - RFP for Engineering and Construction Support Services

The County of Yuba is accepting proposals for Engineering and Construction Support Services for the East Linda Gateway: Lindhurst Corridor Revitalization Project.

This project will complete design and provide construction support for an entryway corridor beautification project on Lindhurst Avenue and North Beale Road in Linda, CA. The project limits are along Lindhurst Avenue from Erle Road to North Beale Road and along North Beale Road from Lindhurst Avenue to SR 70. The project will include storm drain, artwork, irrigation and landscaping, and multi-modal physical improvements that will develop and beautify the commercial corridor.

The project is federally funded. This is a cost-plus-fixed-fee and project specific contract.

There DBE goal for the contract is 17%.

Construction is expected for 2028.

The professional preliminary engineering and construction support services requested will pertain to a comprehensive road improvement project. This project will be fully funded by federal funds from FHWA's Reconnecting Communities & Neighborhoods Program (RCN).

Work will primarily include the design and engineering of the County's corridor of focus that will transform Lindhurst Avenue into a rural main street and establish a cultural connection for the entire community. The proposed improvements to be designed shall include, but not be limited to, medians, irrigation, landscaping, curb and gutter, continuous sidewalk with ADA compliant ramps, transit improvements, traffic signals, lighting, seating areas, trash receptacles, shaded areas, local artwork, drainage improvements, and road rehabilitation.

The County will consider different design elements for artwork. These elements may include murals, art kiosks, sculptures, and displays. Artwork displays will be coordinated with Yuba-Sutter Arts & Culture and/or other local entities. A "Welcome to Linda" sign may be proposed on Lindhurst Avenue just north of the Erle Road intersection. A roundabout may be considered and implementation would be contingent upon funding and public support.
