Stakeholder feedback is requested on the design of the sixth Offshore Wind Renewable Energy Certificate (OREC) solicitation (NY6). In June 2023, the Public Service Commission declared a Public Policy Transmission Need (PPTN) to support the integration of an additional 4,770 megawatts of offshore wind into New York City. Transmission projects selected through the New York Independent System Operator’s (NYISO’s) solicitation and evaluation process are expected to enable the achievement of New York State’s target of at least 9 gigawatts of offshore wind by 2035 in a manner that is both cost-effective to ratepayers and that makes the best use of the constrained spaces in and around New York City. This Request for Information (RFI) seeks feedback to better understand how NYSERDA should design the next OREC solicitation to maximize the value of the PPTN, if approved to do so by the Public Service Commission. The OSWRFI24-2 shall be open for a comment period of six weeks.
