Lobby Floors

Q1. The Specification 02 82 13.19 Asbestos Floor Tile and Mastic Abatement, page 02 82 11 1, B. Extent of Work: 2., states there is 4650sf of ACM flooring & mastic to be abated, the Statement of Work does not mention any ACBM abatement. Please clarify if there are any hazardous materials present which will require abatement.
A1. The VA expects no asbestos abatement as part of this project.

Q2. Will this project require a separate Project Superintendent and SSHO, or will a competent Project Superintendent be allowed to assume the duties of both positions?
A2. Project Superintendent, if qualified, may hold both duties. Superintendent may not hold both SSHO and QA/QC duties.

Q3. Will the rooms surrounding the proposed work areas be occupied during removal and replacement of the floors?

A3. Rooms surrounding the proposed work areas will be occupied during removal and replacement of floors. Phasing will be required.

Q4. Should the contractor factor in off hours work for the demolition phases of the contract?

A4. Yes. See noise and vibration language within specifications.

Q5. On page 8 of the solicitation, under Past Performance, it reads: 1. Offeror shall use the attached form titled Past Performance Questionnaire (see RFP Attachment 9) to obtain past performance information from at least two prior contracts However, Attachment 9 is missing from the original bid documents. We understand from previous solicitations that this is just a template, but we d like to confirm if there s a specific form the Government would like us to use.

A5. There is no specific form, the attachment is just a template to use if you need to.

Q6. Is it acceptable to submit previously completed PPQs from past projects, or do new PPQs need to be submitted?

A6. Past performance should relevant and recent. Per the solicitation completed within 5 years and similar in scope and magnitude.

Q7. Do projects presented for Past Performance and/or Experience need to be complete, or can they be ongoing and substantially complete (at least 50%)?

A7. See above A6.

Q8. If projects need to be complete, would an active multi-year contract such as a regional preventative maintenance and service contract or BPA with discrete, completed task orders be considered compliant and relevant, provided it includes scopes of work that are directly applicable to the solicitation?
A8. Completed task orders are acceptable.
Q9. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO? If no to the question, will the SSHO need to be full-time for this project?

A9. Project Superintendent, if qualified, may hold both duties. Superintendent may not hold both SSHO and QA/QC duties.

Q10. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC? If no to the question, will the QA/QC need to be full time for this project?

Q11. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

A11. No.

Q12. The header dates of this SOW are dated 11/18/2022. Please confirm this is a 2025 SOW requirement.

A12. The SOW attached to the RFP is the most recent.

Q13. Please verify the GOV anticipates asbestos in this project, the SOW does not speak to asbestos however the specs do at Section 02 82 11.

A13. The VA expects no asbestos abatement as part of this project.

Q14. In the SOW page 1 of Section 6 2.1 indicates approximately 4,650 sqft of space, would you consider adding 52.211-18 Variation of quantity to this solicitation?

A14. 52.211-18 only applies to IDIQ contracts.

Q15. Page 6 of 6 #18 Attachments: Attachment #1 SOW Seasonal influenza with vaccines : VHA Directive 1192.01 speaks to Health Care Personnel, Page 8(p) VA Contracting Officers: This section implies, VA contracting officers responsible for on-site HCP contract will inform the contractors about this directive and its requirements. However, this project is not an on-site contract for HCP. Section C page 3, indicated that flu season is between Dec 1 through March 31, please validate that is not a mandatory requirement.

A15. VA confirms this is not an on-site HCP contract.

Q16. Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements?

A16. Construction barriers shall be hard barriers and must be completed in a manner that prevents dust release. Barriers must be effectively affixed to floor and ceiling (or floor/roof deck above) and secure from movement or damage. The VA accepts STARC panels.

Q17. Was an asbestos test done of the floor? Do you know when the flooring was installed?

A17. The VA does not anticipate any asbestos containing materials, testing was conducted in April 2024. We do not know when the flooring was installed.
