Benton Utilities is requesting bids for a general contract for water line and water distribution system improvements and repairs. This contract is intended to be an annual contract which may be extended annually for up to five (5) years. The type of work to be anticipated may include emergency repairs, water line replacement/installation, point repairs, gate valve replacement/installation, water hydrant replacement/installation, water meter assembly installation, service line repair/installation, and other related work. Work orders will be developed on an as-needed basis and all work will be paid for on a unit price basis. The contract will cover up to a five (5) year period; work may be added to the contract each of the subsequent four (4) years, after the first year, by change order with possible minor adjustments to contract unit prices on a case-by-case basis. Benton Public Utility Commission will deliver “Work Orders” on an asneeded basis and as needs are identified.
Benton Utilities will receive bids until 2:00 pm local time on December 19, 2024, at Benton Utilities’ Main Office, 1827 Dale Avenue, Benton, AR 72015. Bids received after this time will not be accepted. Bids will be opened and publicly read aloud immediately after the specified closing time. All interested parties are invited to attend.
Pursuant to Ark. Code Ann. § 22-9-203, the Owner encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also given to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Richardson Engineering, 325 W. South Street, Benton, Arkansas, 72015 for the sum of $150.00.
The bid proposal and work of the proposed contract shall be in accordance with all applicable federal, state, county, and local laws, ordinances, and regulations.
Bidders must have their home office, crews, and equipment located within 50 miles of Benton, Arkansas to help ensure timeliness in the event of an emergency.
The attention of the bidder is directed to the applicable federal and state requirements and conditions of employment to be observed and minimum wage rates to be paid under this contract.
Any bid may be rejected which contains material omissions, or irregulates, or in which any of the unit prices are obviously unbalanced in the opinion of the Owner. Also, a bid may be rejected if it in any manner shall fail to conform to the conditions of the bidding requirements and contract documents.
The owner reserves the right to waive irregularities, reject bids, choose the most qualified bidder for the project, and to postpone award of the contract for a period of time which shall not exceed beyond 90 days from the bid opening date.
