Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Soundproof San Diego Inc. (CAGE Code 01U62) located at 7063 Carroll Road San Diego, CA 92121-2212. The requirement is for the purchase of sound proofing walls and sound masking system.

The contractor shall provide services as follows:
a.Acoustic Perforated Wood Wall Treatment with acoustic fill sound attenuation material, fastened to prevent sliding down and leaving void at the top while cutting around existing door, electrical outlets and switches.
b. Furnish and install Sound Masking System in the space to cover all four sides of the space and above the ceiling (Plenum), below the sub flooring inside the mesh area and around the inner four walls.
c.Seal the top and bottom of each wall with an acoustic sealant where it meets the slab.
d.Sound Group 4 - STC 50 or better.

The Government intends to negotiate solely with Soundproof San Diego Inc. under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement. The applicable NAICS code is 238310, Drywall and Insulation Contractors and the business size standard is $19 million.
This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply.
