Project Description: The South Central Transit Authority (SCTA) as the lead agency on behalf of the Susquehanna Regional Transit Authority (SRTA) -- Harrisburg and York Operations, is requesting qualified firms to submit bids electronically via PennBid to supply Gasoline until 3:00 PM, prevailing time, on Wednesday, March 18, 2026, for the following: “Purchase of Gasoline” South Central Transit Authority, Lancaster, PA. At the designated time in this notice, the bids received shall be opened online and publicly read with results posted on PennBid.
All documents, specifications and solicitation details are available at no cost electronically at PennBid – https://pennbid.bonfirehub.com Bidders will be requested to register with PennBid.
Bids for the base bid of a one year period will be received for the supply and delivery of 87 Octane Unleaded Gasoline to meet One Hundred Percent (100%) of the monthly Gasoline requirement.
During the period from April 1, 2026 through March 31, 2027, SCTA expects to order between 115,000 – 122,000 gallons of gasoline for its Reading Operation.
During the period from April 1, 2026 through March 31, 2027, SRTA-Harrisburg Operation, expects to order between 83,000 to 101,000 gallons of gasoline.
During the period from April 1, 2026 through March 31, 2027, SRTA-York Operation, expects to order between 314,000 – 376,000 gallons of gasoline.
Bids for an option year will be received for the supply and delivery of 87 Octane Unleaded Gasoline to meet One Hundred Percent (100%) of each Authority’s monthly Gasoline requirement for the period between April 1, 2027 and March 31, 2028.
All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract with the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.
Contractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations.
SCTA solicits and encourages disadvantaged business enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract.
SCTA and SRTA each reserve the right to accept any bids, reject any or all bids in whole or in part, or to waive any and all informalities or technicalities as it deems in its best interest, collectively as a group or at the individual Authority level.
