EVENT SECURITY PERIMETER SOLUTIONS (ESPS)
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI.
INTRODUCTION
Due to increasing threats of attacks on major events, the Department of Homeland Security (DHS) require the latest in physical security perimeter materials and technology to ensure the safety and security of protectees, event attendees and the broader public. DHS seeks to establish a multi-agency, strategically sourced contract vehicle, Event Security Perimeter Solutions (ESPS) to support these growing requirements by its components and several other federal agencies. Among the objectives of the planned strategic sourcing vehicle (SSV) is to have a single vehicle that will support two (2) Technical Categories (TCs): 1) Full Service/Integration and 2) Equipment and Services:
BACKGROUND
The United States Secret Service (USSS) provides protection to the President, Vice President, their families, foreign dignitaries, former presidents and spouses, major presidential and vice-presidential candidates, as well as other individuals.
Additionally, the USSS is the lead coordinating agency for the security operations of National Special Security Events (NSSEs). The Secretary of Homeland Security designates events as NSSEs after considering various attributes including the size and duration of the event, number of attendees, significance of the event, and/or potential threats.
In its role as lead coordinating agency for NSSEs, the USSS is responsible for working with local, state, and federal partners to develop and implement operational security plans to ensure the safety of event attendees and the local community.
However, as more high security events are occurring, it was determined that the need expanded beyond just NSSEs and USSS-run events. Given the increasing threat of attacks on major events, it is critical that the whole Federal Government has access to the latest Event Security Perimeter Solutions (ESPS) to ensure the safety and security of protectees, event attendees and the broader public.

PURPOSE OF RFI
The purpose of this RFI is to request feedback from relevant industry sources regarding:
INDUSTRY DAY
The United States Secret Service intends to hold an Industry Day for the Events Security Perimeter Solutions (ESPS) at the James J. Rowley Training Facility (JJRTC), 9200 Powder Mill Road, Laurel, MD, on March 25, 2025, at 8:30 AM EDT.
The purpose of this Industry Day is to allow vendors to show their products/services to Government.
The content herein is for planning purposes only, and does not constitute a pre-solicitation notice, an invitation for bid, or Request for Proposal (quote) in accordance with FAR 52.215-3. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. There is no obligation by the Government to purchase the products or services within this presentation unless a formal solicitation or invitation for bid is issued and an order or contract is awarded. All planned procurements are subject to revisions and/or cancellation.
If you wish to attend the Industry Day for the ESPS email Danielle Donaldson at danielle.donaldson@usss.dhs.gov and Katheryn Dennis, Katheryn.dennis@usss.dhs.gov by March 21, 2025. Participation is limited to four (4) participants per contractor. Your email must include the attached (Attachment 2) ESPS Industry Day eAccess form. If a vendor plans to show their products/services, a description of space needed is required.
Questions may be submitted prior to the Industry Day to points of contact listed above, no later than March 20, 2025, at 3:00 pm (EDT). After the Industry Day, there will be a question-and-answer period.
SUBMISSION REQUIREMENTS
For the purposes of this RFI, please describe in your submission your company’s relevant product or services offerings, which TC your products and services would be under, and post-sale support of the proposed SOW requirements, hardware maintenance and updates and upgrades, and supply-chain dependencies.
Additionally, please provide any feedback on the above questions.
SUBMISSION INSTRUCTIONS
The information obtained may be utilized in the preparation of a Request for Proposal (RFP) provided DHS finds it in its best interest. Vendors are encouraged to review this RFI and determine if their offerings meet the contractual needs.
Finally, RFI submissions should include a cover letter no longer than 2 pages in length with the following information:
1. Vendor official name, address and phone number.
2. Point of Contact information, including name, phone number and email address.
3. The vendor’s country of origin.
4. If applicable, one URL for the organization’s official web site.
5. The socio-economic category under which the vendor is currently certified to perform under NAICS code 561990 and/or other relevant NAICS code
6. If applicable, your company’s GSA Schedule contract number; and
7. If applicable, any relevant DHS strategic sourcing vehicle your company currently holds a contract under and the associated contract number.
Responses are limited to a maximum of 10 pages, including cover letter, must be in 12pt Times New Roman font with 1-inch margins and submitted via e-mail only to:
