PURPOSE. The Ohio Department of Rehabilitation and Correction (ODRC) is soliciting competitive sealed bids for the
installation of one commercial overhead door at the OPI Glove Factory, and this ITB is the result of that request. If a
suitable offer is made in response to this ITB, the State of Ohio (State), through ODRC, may enter into a contract (the
Contract) to have the selected Offeror (the Contractor) perform all or part of the Project (the Work). This ITB provides
details on what is required to submit a bid for the Work, how the State will evaluate the Bids, and what will be required of
the Contractor in performing the Work.
This ITB directs all bidders to refer to the OhioBuys sourcing project SRC0000035299 to obtain estimated dates for the
various events in the submission process, selection process, and performance of the Work. While these dates are subject
to change, prospective Offerors must be prepared to meet them as they currently stand.
Once awarded, the term of the Contract will be from the award date through the completion of the contract, currently
scheduled for January 15, 2026. Any further renewals will be by mutual agreement between the Contractor and ODRC
for any number of times and for any period of time. The cumulative time of all mutual renewals may not exceed four (4)
years and are subject to and are contingent upon the discretionary decision of the Ohio General Assembly to appropriate
funds for this Contract in each new biennium. ODRC may renew all or part of this Contract subject to the satisfactory
performance of the Contractor and the needs of the Agency.
Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of
the Project may result in ODRC refusing to consider the Proposal of the Offeror.
BACKGROUND. The Ohio Department of Rehabilitation & Corrections (ODRC), as established under House Bill 494,
with responsibilities defined in Ohio Revised Code 5120 oversees the supervision of over 44,900 offenders in Ohio at 28
state prisons, which includes 3 prisons operating as private prisons, contracted to the agency. The institutions vary in level
of security and include corrections reception centers, correctional camps, and pre-release centers. The mission of ODRC
is to reduce recidivism among those we touch. The values of the agency are aligned to support the mission of the agency.
The values of the agency are as follows: (1) Take care of our staff; they will transform our incarcerated population (2) One
team-one purpose (3) Civility towards all and
(4) Hope is job one.
Final responsibility for operation of the Department rests with the Governor who appoints the Director. The Department's
Director serves at the pleasure of the Governor. The Director has full power and authority in the supervision and control of
the Department's affairs and is its chief administrative officer.
Ohio Penal Industries (OPI) is a division of the Ohio Department of Rehabilitation and Correction. The OPI Glove Factory,
operating out of the Madison Correctional Institution (MaCI), employs incarcerated adults to produce all nitrile gloves, for
the security staff employed by the Department of Rehabilitation and Corrections (DRC).
Project Summary
DRC260092 is initiated for the installation of one commercial overhead door at the OPI Glove Factory located at the
Madison Correctional Institution to include. This project shall include all required materials, hardware, design, and
permitting services.
A Site Visit for the distribution and discussion of site/area specific information is mandatory for participation in the bid and
is scheduled on December 2, 2025, at 1:00pm. For questions regarding the Site Visit, please contact John Lyon at:
John.Lyon@drc.ohio.gov or call 614-374-3719. Please contact John Lyon by 12:00 PM on Friday, November 28, 2025, to
coordinate the required gate pass to attend the site visit.
Offeror Requirements:
Attend the required site visit as scheduled in this sourcing project.
Submit a bid for the installation of one commercial overhead door that meets the standards identified in the ITB.
Certify the ability of obtaining all necessary licenses and permits applicable to the completion of the project.
Certify ability to complete the project and ship the merchandise within 30 days after receipt of signed contract.
Describe experience of firm in providing commercial door installation services similar to this ODRC project.
Affirm understanding of project requirements.

Indicate willingness to comply with State of Ohio Contract Terms and Conditions, as provided and follow ODRC
policies.
Provide information pertaining to warranty for materials and labor.
Agency Requirements
Host a Site Visit for distribution and discussion of specific site/area information.
Prepare space in advance for maintenance/remodeling work provided.
Provide copies of all relevant policies and procedures required for compliance by contractor.
Provide any necessary contractor orientation prior to work.
Process background checks and other forms/requirements for contractor staff.
Provide any escorts required to accompany contractor staff.
Approve passes for clearance of contractor equipment and supplies into facility.
Review project activity and approve all work at completion for acceptance

BACKGROUND CHECKS
A Background check (LEADS) shall be completed on any individual contractor and may be conducted on anyone coming
into a correctional facility to provide supplies or services, prior to the contracted services being performed. Information
obtained from the background check shall be used to determine whether a contract may be awarded. ODRC will consider
all aspects of an individual's record and will give consideration to individuals with a criminal record. The cost of the
investigation will be the responsibility of the ODRC. Staff names shall be provided by the awarded Contractor to ODRC
within one week of contract award.
Awarded personnel must comply with current, and future state, federal and local laws, court orders, administrative
regulation, administrative directives, and policies and procedures of the ODRC and its respective institutions. DRC policies

INVITATION TO BID INSTRUCTIONS
OhioBuys provides the primary platform for Supplier partners to engage in procurement activities with the State of Ohio.
Instructions, Terms and Conditions for Bidding that apply to the solicitation are attached.
SPECIAL INSTRUCTIONS TO BIDDERS
This will be an all-inclusive bid. Please list all fees on the Cost Summary (bid form).
DESCRIPTIVE LITERATURE
The Bidder may be required to submit descriptive literature of the supplies or services being offered. If requested, the
literature will be used in the evaluation process to determine the lowest responsive and responsible bidder. If not provided
as part of the bid response, the Bidder must provide said literature within seven (7) calendar days after request/notification
by the Office of Procurement Services to do so. Failure of the bidder to furnish descriptive literature either as part of their
bid response or within the time specified herein will deem the bidder not responsive.
CONTRACT AWARD
The contract will be awarded to the lowest responsive and responsible bidders. The estimated cost will be determined by
multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a
total for all items. Failure to bid on all items may result in the bidder being deemed not responsive. However, at the
discretion of ODRC, the contract may be awarded to multiple contractors in the order of lowest responsive and
responsible.
EVALUATION
Bids will be evaluated in accordance with Article I-15 of the “Instructions to Bidders.”

STANDARD CONTRACT - TERMS AND CONDITIONS
(Terms and Conditions for Entities Under State of Ohio May Differ)
A. INSTITUTIONAL SECURITY REQUIREMENTS. Due to institutional security requirements, available hours to perform services
or render supplies may be limited. The Contractor and Agency staff will negotiate a mutually agreeable schedule to provide
services/render supplies. The Contractor recognizes the security requirements for entering a correctional institution and
acknowledges receipt of the “Standards of Conduct for Contractors”. By signing this Contract, the Contractor agrees to comply
with these standards and with safety rules and procedures.
B. INDEPENDENT CONTRACTOR ACKNOWLEDGEMENT. It is fully understood and agreed that Contractor is an independent
contractor and is not an agent, servant, or employee of the Agency or the State of Ohio. Contractor declares that it is engaged as
an independent business and has complied with all applicable federal, state, and local laws regarding business permits and
licenses of any kind, including but not limited to any insurance coverage, workers’ compensation, or unemployment compensation
that is required in the normal course of business and will assume all responsibility for any federal, state, municipal or other tax
liabilities. Additionally, Contractor understands that as an independent contractor, it is not a public employee and is not entitled to
contributions from the Agency or the State of Ohio to any public employee retirement system.
Contractor acknowledges and agrees any individual providing services or rendering supplies under this Contract is not a public
employee for purposes of Chapter 145 of the Ohio Revised Code. Unless Contractor is a “business entity” as that term is defined
in Section 145.037 of the Ohio Revised Code (“an entity with five or more employees that is a corporation, association, firm,
limited liability company, partnership, sole proprietorship, or other entity engaged in business”) Contractor shall have any individual
performing services or rendering supplies under the Contract complete and submit to the Ordering Agency the Independent
Contractor/Worker Acknowledgement form.
Contractor’s failure to complete and submit the Independent Contractor/Worker Acknowledgement prior to commencement of the
work, service or deliverable, provided under this Contract, shall serve as Contractor’s certification that Contractor is a “Business
entity” as the term is defined in Section 145.037 of the Ohio Revised Code.
C. CONTRACTOR TRAINING: If applicable, Agency shall provide Contractor the necessary orientation and a copy of the relevant
Agency’s policies and procedures by which Contractor is expected to abide while on Agency premises.
D. APPROPRIATION OF FUNDS. The Agency’s funds and validity of this Contract are contingent upon the availability of lawful
appropriations by the Ohio General Assembly. If the General Assembly fails at any time to continue funding for the payments or
any other obligations due by the Agency under this Contract, the Agency will be released from its obligations on the date funding
expires. If appropriations are approved, the Agency may continue this Contract past the current biennium by issuing written notice
of continuation to the Contractor. Any obligations of the Agency are subject to Section 126.07 of the Ohio Revised Code.
E. CONFLICT OF INTEREST/ETHICS. Contractor represents, warrants and certifies that it and its employees engaged in the
administration or performance of this Contract are knowledgeable of and understand the Ohio Ethics and Conflict of Interest laws
including but not limited to Chapter 102 and Sections 2921.42 and 2921.43 of the Ohio Revised Code. Contractor further
represents, warrants, and certifies that neither Contractor nor any of its employees will do any act that is inconsistent with such
laws.
F. AMENDMENTS. No change to any provision of this Contract will be effective unless it is in writing and signed by both parties.
Notwithstanding the foregoing, the Agency may reduce nonmaterial changes to writing and provide notice to the Contractor.
G. WAIVER. The failure of either party at any time to demand strict performance by the other party of any of the terms of this Contract
will not be a waiver of those terms or to any other terms of this Contract. Waivers must be in writing to be effective, and either
party may at any later time demand strict performance.
H. COMPLIANCE WITH LAW. The Contractor must comply throughout the duration of the Contract with all applicable federal, state,
local laws and Executive Orders while performing under this Contract. This shall include maintaining all business permits and
licenses of any kind necessary to its business or to this contract. Contractor’s failure to maintain required licensure is a breach
of Contract.
I. REGISTRATION WITH THE SECRETARY OF STATE. Contractor certifies that it is either: 1. A company that is properly registered
with the Ohio Secretary of State; or 2. A foreign corporation not incorporated under the laws of the State of Ohio but is registered
with the Ohio Secretary of State pursuant to Sections 1703.01 to 1703.31 of the Ohio Revised Code, as applicable; or c. Exempt
from registration requirements of the Ohio Secretary of State.
J. EQUAL EMPLOYMENT OPPORTUNITY. The Contractor will comply with all state and federal laws regarding equal employment
opportunity and fair labor and employment practices, including Section 125.111 of the Ohio Revised Code and all related
Executive Orders. Before a Contract can be awarded or renewed, an Affirmative Action Plan must be submitted to and approved
by the Ohio Department of Development, Minority Business Development Division.
K. RIGHTS IN DATA. Agency shall have unrestricted authority to reproduce, distribute and use (in whole or in part) any reports, data
or materials prepared by Contractor pursuant to this Contract. No such documents or other materials produced (in whole or in
part) with funds provided to Contractor by Agency shall be subject to copyright by Contractor in the United States or any other
