NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
The United States Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Northwest Region Office (NWRO), intends to enter into a Sole Source Firm-Fixed Price contract with Pitney Bowes Global Financial Services LLC, a Non-Indian Owned Large Business. The Northwest Regional Office (NWRO) requires a replacement postage machine for the BIA mail room. The BIA mail room currently utilizes an old and outdated Pitney Bowes machine to process postage for the NWRO. The mail room requires a postage machine that can connect to the intranet and input the postage funding from the BIA Central Office. Under the authority of FAR 13.106-1(b) Soliciting from a Single Source.

Pitney Bowes is the sole source manufacturer and distributor of the current mail machine utilized by the BIA mail room. The mail room personnel have been trained and are familiar working with the current mail machine. These mail machines are highly specialized and cannot be obtained from another company because they are the sole manufacturer and distributor of them. Pitney Bowes is the only vendor who can reasonably provide all the necessary requirements to support the NWRO mail room. They possess the unique qualifications for fulfilling the contract requirements as they can address all of the NWRO mail room needs by providing a mail machine with the following salient characteristics:
¿ Designed to interface with USPS and FEDEX .
¿ Ability to interface with BIA accounts and finance software.
¿ Must be capable of weighing envelopes and packages to accurately calculate the correct postage.

Pitney Bowes, Inc maintains all intellectual property for their products and these products must be purchased directly from the company.

No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 532420 Office Machinery and Equipment Rental and Leasing, and the Business Size Standard is $40M. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 7 March 2025, 12:00 PST.
