Summary

ServeOhio, the Ohio Commission on Service and Volunteerism, administers the national service program, AmeriCorps, and volunteer engagement programming within Ohio. ServeOhio is seeking a Service-Learning Consultant who will conduct Service-Learning Training and lead a Professional Learning Community for ServeOhio’s Service-Learning Institute (SLI). The consultant will: 1) develop, deliver, and record 4-6 hours of virtual training on the fundamentals and best practices of service-learning; 2) attend Service-Learning Institute cohort meetings; and 3) lead four (4) monthly Professional Learning Community calls with training participants in January, February, March, and April 2026.  All materials developed shall be the exclusive property of ServeOhio and may not be used by or disseminated to others without the expressed consent of ServeOhio.

OVERVIEW

ServeOhio is seeking a Service-Learning Consultant who will conduct Service-Learning Training and lead a Professional Learning Community for ServeOhio’s Service-Learning Institute (SLI). The consultant will: 1) develop, deliver, and record 4-6 hours of virtual training on the fundamentals and best practices of service-learning; 2) attend Service-Learning Institute cohort meetings; and 3) lead four (4) monthly Professional Learning Community calls with training participants in January, February, March, and April 2026.  All materials developed shall be the exclusive property of ServeOhio and may not be used by or disseminated to others without the expressed consent of ServeOhio.

Implementation dates: October 1, 2025 – May 30, 2026

SCOPE OF SERVICES
Services within the contract may include, but are not limited to, the following:

  1. Develop, deliver, and record 4-6 hours of virtual Service-Learning Training on the fundamentals and best practices of service-learning.
    1. The training should include the following concepts:
      1. Service-Learning overview & fundamentals
      2. Readiness for service-learning & how to integrate into curriculum and existing initiatives
      3. Incorporating youth voice in service-learning and youth-adult partnerships
      4. Developing relationships with community partners
      5. Developing a service-learning plan including templates
    2. After participating in the training, participants should leave with:
      1. Deeper understanding of high-quality service-learning and the impact of service-learning on students’ academic, social and emotional growth
      2. A service-learning plan for next steps in implementation
      3. Increased knowledge and skill in elevating youth voice
      4. Access to activities, tools, and templates for service-learning implementation
      5. Ability to draw parallels between the challenges faced by revolutionaries and those in their own communities
      6. Ability to think critically about sustainable solutions and how to empower youth to lead their own movements for change
    3. The training will not be delivered live; the consultant will pre-record content into 2-4 modules using ServeOhio’s zoom platform. All training modules must be pre-recorded and submitted to ServeOhio by October 24, 2025. SLI participants will have between November 1 st – November 30 th to complete the modules.
    4. ServeOhio will disseminate the training modules via YouTube links to participants so they can watch according to their own schedule.
    5. The training will engage up to 30 participants and may include teachers, K-12 administrators, after-school program administrators, and/or school-based youth engagement professionals in Ohio.
    6. The Service-Learning Institute is funded by the America 250-Ohio Commission and the training will need to incorporate concepts of the American Revolution with the goal of encouraging young people to become modern-day revolutionaries, addressing the challenges in their communities with creativity and resilience. Just as the American revolution was driven by passionate young leaders, students can ignite their own revolution through service-learning. This portion of the training will be conducted by either ServeOhio or America 250-Ohio.
  2. Attend SLI cohort meetings.
    1. The consultant will attend the SLI Kick Off Webinar on October 22, 2025 from 4:00 – 5:00 EST.
    2. The consultant will attend the SLI Post-training check-in Webinar on December 1, 2025 from 4:00 – 5:00 EST where SLI participants can ask questions about the training modules and engage with the consultant and one another.
  3. Develop content and conduct four (4) monthly Professional Learning Community (PLC) calls for training participants.
    1. The purpose of the PLC is for participants to learn additional concepts about service-learning, share successes and challenges, and to build a service-learning community that can continue after the conclusion of the Service-Learning Institute.
    2. PLC meetings will occur monthly between January – April 2026. Actual dates and times for the PLC will be determined based on ServeOhio and consultant availability.
    3. PLC meetings will occur once per month for 60 minutes and will be virtual using ServeOhio’s Zoom platform. These meetings will be live, not pre-recorded.

About ServeOhio
ServeOhio was established by Ohio statute in 1994, specifically to administer grants in Ohio under the federal National & Community Service Trust Act of 1993. For over twenty years, ServeOhio has worked with local communities across the state to build a strong infrastructure of AmeriCorps programming and volunteer engagement. ServeOhio acts as a program leader, convener and champion. As a program leader, ServeOhio develops AmeriCorps programs and National Days of Service Projects in partnership with community-level organizations – ensuring that valuable resources are expended on locally-identified, critical needs. In our role as a convener, ServeOhio brings together local and statewide leadership to construct effective strategies for national service expansion and volunteer mobilization. As a champion, ServeOhio celebrates service and volunteerism by recognizing outstanding volunteer achievement; educating elected officials and local leaders on the impact of service; and increasing professional development opportunities for those in the field to elevate the efficacy of local service and volunteer initiatives.

Service-Learning Institute
ServeOhio, in partnership with America 250-Ohio Commission, seeks to increase the capacity of schools, school districts, afterschool programs, and school-based programs in Ohio to engage K-12 youth in service-learning. Inspired by the spirit of the American Revolution, this program encourages young people to become modern-day revolutionaries, addressing the challenges in their communities with creativity and resilience. Just as the American revolution was driven by passionate young leaders, we invite students to ignite their own revolution through service-learning.
The Service-Learning Institute will engage up to 20 organizations who will participate in flexible virtual training to learn the fundamentals and best practices of service-learning implementation. After successful completion of the training, participants will be eligible for a $5,000 grant to support service-learning activities with their students during the 2025-26 school year.

The 2025-26 Service-Learning Institute is funded and supported by America 250-Ohio, the Ohio Commission celebrating Ohio’s contributions to the U.S. 250th Anniversary in 2026. Learn more about America 250-Ohio.
PROPOSAL SPECIFICATIONS
Proposals must be submitted through the Ohio Buys Platform and should include:
  1. A summary of your experience and capabilities related to the outlined Scope of Services;
  2. A statement of work for conducting the activities outlined in this Request for Proposals, including how you will complete the work; and
  3. A proposed budget (not to exceed $30,000) and timeline for planning and conducting the work specified in this proposal.


Proposals will be reviewed by ServeOhio staff. ServeOhio will consider all information provided in the proposal and may consider relevant information from other sources. The proposals will be evaluated using the following criteria (not in order of priority):  completeness of proposal submission and details of work plan; past performance of work that is identical or similar to the scope of services identified; experience that demonstrates, to the expertise and ability to provide the specified deliverables; and the capacity of the consultant to complete the responsibilities described within the required timeframe.  ServeOhio reserves the right to conduct interviews of potential consultants.
