Description



The Naval Air Systems Command (NAVAIR) intends to issue a delivery order to Life Support International (LSI), 2250 Cabot Blvd W #255, Langhorne, PA 19047, for new UNI-PAC III Search and Rescue (SAR) kits along with supplies and services required for 30 and 60 month sustainment. The 20-Person Search and Rescue System has been developed for the P-8A Poseidon Aircraft. The anticipated period of performance is Q4 FY2025 through Q1 FY2027 and has an intended award date of 27 September 2025.





The proposed contract action identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The LSI team is the Original Equipment Manufacturer (OEM) and sole designer, developer and manufacturer of the UNI-PAC III, developed and integrated for use solely on the P-8A platform, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirements described herein. The requirements include the need for up to ten new SAR kits to support the P-8A aircraft and tThe sustainment requires the inspection and recertification of up to xx life rafts per year.





THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may, however, identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action is solely at the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail or U.S. Mail to the attention of Amanda Ellerbe, contract specialist or Ron Hickman, Procuring Contracting Officer using the contact information provided with this synopsis. However, the Government will consider all responses received within fifteen days after the publication date of this synopsis.
