Description
The Department of Veteran Affairs, Networking Contracting Office (NCO1) located in West Haven, CT intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Siemens Industry, Inc. for the following requirement:

Performance Work Statement

Introduction
This statement of work (SOW) defines the requirements for providing maintenance, support, and service for the Building Automation System (BAS) at the White River Junction VA Healthcare System campus. The contractor shall furnish all labor and supervision necessary to manage and maintain the BAS in compliance with this SOW.
Task and Requirements
Preventative maintenance
Perform routine inspections, testing, and calibration of BAS components and sensors.
Regularly update software and firmware to the latest versions.
Clean and adjust sensors and controllers to ensure optimal performance.
Verify operation of all control loops and sequences.

Corrective Maintenance
Diagnose and repair malfunctions or failures in the BAS.
Replace defective parts and components as needed.
Provide emergency repair services.

System Optimization
Analyze BAS data to identify areas for energy efficiency improvements.
Recommend and implement system adjustments to optimize performance and energy use.
Provide regular reports on system performance and suggestions for further improvements.

Data Protection and Data Recovery Services
Regularly perform database back-ups and provide safe storage of critical information.
Should catastrophic events occur, back-up copies will be utilized to reload databases and system files.

Support and Training
Provide technical support and troubleshooting assistance for on-site personnel.
Conduct training sessions for staff on BAS operation and best practices.
The Contractor is required to check in and check out daily.

The contract shall report to the Facilities Management Service building to sign in and receive a contractor identification badge. The Contractor shall always wear visible identification while on the premises.

The Contractor shall park in the appropriate designated contractor parking areas. Information on parking may be provided by the VA contracting representative or is available from the VA Police.

The VA will not invalidate or reimburse for parking violations of the Contractor under any conditions.

Smoking and other tobacco products ARE PROHIBITED while on campus.

Possession of weapons is prohibited.

Enclosed containers, including tool kits, shall be subject to search.

Violations of VA regulations may result in citation answerable in the United States Federal District Court. The Contractor shall also be responsible for all damages to persons or property that occurs as a result of the Contractor s fault or negligence.

The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.

Existing Site Conditions: Inspection will occur within an occupied and functioning healthcare facility. Work must be performed in a fashion that will have minimum impact to staff and patients.

The Contractor agrees to adhere to all necessary infection control measures while performing the inspection. This includes, but is not limited to, wearing appropriate personal protective equipment (PPE), complying with hand hygiene protocols, and following all hospital or facility-specific infection prevention and control guidelines to ensure the safety of both staff and patients.

Work shall be completed in conformance with the time schedule requested by the VA Contracting Officer s Representative (COR) or Resident Engineer (RE). The Contractor is solely responsible for preparing all necessary regulatory notifications to meet the time schedule.

Documentation

The contractor will provide appropriate documentation detailing the services performed. Documentation shall also include identified issues, corrective actions, and recommended upgrades or changes.

Remote System Connection
Once established, remote connections can be utilized for services.

Under no circumstances may the contractor connect remotely without the knowledge of on-site staff. Should the contractor do so, those hours WILL NOT BE CHARGED against the service hours agreed upon through this contract.

Term and Renewal

The term of this agreement is one (1) base year, beginning on the award date.

In addition, this agreement includes two (2) option years, which may be exercised at the sole discretion of the Client. Each option year, if exercised, will last for an additional twelve (12) months.

Work Schedule

Normal working hours range from 6:00 AM to 5:00 PM. Contractor may coordinate with on-site staff to accommodate a normal working schedule beneficial to both parties.

Work may be performed outside normal working hours, including over the weekend. Contractor to coordinate these efforts with VA COR with a minimum 48-hour notice.

Siemens Industry, Inc. will be awarded this procurement because they are the only vendor capable of providing the needed service because the building management system is a Siemens built system. As such, the management system is proprietary to Siemens and no other companies are authorized to service this system. Only technicians employed by Siemens are authorized to service the system because of the knowledge and expertise they possess due to specialized training.

The NAICS code for this requirement is 238220 with small business size standard of $19 Million.
This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by December 8, 2025 at 5:00 PM EST time. Responses should be sent to Kenya Mitchell at Kenya.Mitchell1@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
