The General Services Administration (GSA), Public Buildings Service (PBS), Region 8, Office of Acquisition Management, Capital Program, intends to issue a Request for Qualifications (RFQ) for a Design-Build (DB) contract to renovate office and office-related spaces within the existing GSA Building 50 at the Denver Federal Center (DFC).
The GSA plans to award a firm-fixed-price design-build contract using the Federal Acquisition Regulation (FAR) two-phase design-build selection procedures (FAR Subpart 36.3). The procurement process will include two sequential solicitations: Phase 1 and Phase 2.
The estimated total design-build cost ranges between $5,000,000 and $10,000,000, with project completion anticipated no later than November 2026.
Phase 1: Request for Qualifications (RFQ)
The purpose of Phase 1 is to identify the most highly qualified offerors to advance to Phase 2 (Request for Proposals). Following the evaluation of Phase 1 submissions, the Contracting Officer will shortlist and publicly announce the selected offerors on SAM.gov. A maximum of three (3) of the most highly rated offerors will proceed to Phase 2.
Phase 2: Request for Proposals (RFP)
Phase 2 will be conducted in accordance with FAR Part 15. Offerors will be required to submit separate technical and price proposals, evaluated independently per FAR 15.304. At the conclusion of this phase, GSA intends to award a single contract for both design and construction services.
Stipend
To compensate for the preparation of Phase 2 technical proposals, GSA will provide a stipend to offerors not selected for the final contract award. Offerors that submit incomplete or unacceptable Phase 2 proposals will not be eligible for the stipend. No stipend will be provided during Phase 1.

RFQ Release
