Mormon Row Improvements, Grand Teton National Park

The National Park Service (NPS), Contracting Operations Central (ConOps Central) Northern Rockies Major Acquisition Buying Office (MABO) Contracting Office is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. Sources sought results will be used to determine an acquisition strategy.

This posting is intended to determine the availability and capability of potential Small Business, Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Indian Small Business Economic Enterprise (ISBEE), and Other socioeconomic categories per FAR Part 19, Small Business Programs for the project below. The Government anticipates a competitive method of procurement.

This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov.

Project Name: Mormon Row Improvements

Location: Grand Teton National Park (GRTE), Teton County, WY, U.S.A.

Estimated Magnitude: Between $1,000,000 and $5,000,000

Estimated Period of Performance: June 1 - November 15, 2026, and June 1 - July 31, 2027

Project Description

The National Park Service is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for construction of Mormon Row Improvements in Grand Teton National Park (GRTE). The project site is the Mormon Row Historic District located east of Moose, WY.

Mormon Row is a significant cultural landscape located roughly 2 miles east of Moose, WY that attracts park visitors for its historic resources and spectacular mountain views. In 2026, construction at Mormon Row will focus on landscape repairs and improvements designed to enhance visitor access, safety, and understanding of this historic site. Work will involve repairing and resurfacing trails and viewing areas to meet ABA accessibility standards, installing clear wayfinding and interpretive signage, and constructing a new off-street parking area for approximately 50 cars on nearly 2 acres. Work will also involve new and improved pedestrian pathways, raised road crosswalk, fencing, vault toilets and site furnishings to better manage visitor access and their activities. All work will be completed with sensitivity to the historic character of the Mormon Row Historic District and in compliance with preservation and environmental standards. Mormon Row Road will remain open to visitors during this construction so work tasks along the nearly ¾ mile work corridor must be thoughtfully sequenced to support public access.

SITE VISIT, Industry Day:

A site visit and industry day will be held for this project during the pre-solicitation phase. Due to anticipated site conditions during the solicitation phase, this will be the ONLY SITE VISIT for this project. The projected solicitation phase will begin between December 2025 and February 2026; this site will be unavailable due to snow loads during winter months.

1.        Starting Point: Jackson, WY. Continue north on N Cache Dr/US-26 E/US-89 N/US-191 N.
Drive for approximately 6.7 miles.

2.        At the roundabout, take the second exit to stay on
S US Highway 191/US-26 E/US-89 N/US-191 N, continue north.
Continue for approximately 6.7 miles.

3.        Turn right onto Antelope Flats Road.
Drive for 1.7 miles.

4.        Turn left or north into the gravel parking area directly across from Mormon Row Road.
Park in parking area adjacent to the pink colored house.
