Syracuse Pedestrian Safety Action Plan Phase 2 Project

Sealed proposals will be received at Division of Purchase of the City of Syracuse, New York, 213 City Hall, Syracuse, New York, 13202, on October 16th 2025, for PIN 3756.79 Syracuse Pedestrian Safety Action Plan Phase 2 Project until 2:30 p.m. On the same day and immediately thereafter, the sealed proposals will be opened and publicly read by the Director of the Office of Management & Budget, Division of Purchase of the City of Syracuse, New York.

This is a Federal Aid Project PIN 3756.79/LD040385, constructing pedestrian safety improvements (PSAP recognized) at various intersections in the City of Syracuse.
There is a Disadvantaged Business Enterprise (DBE) participation requirement for this project of 6%. The affirmative action goals include a minority utilization of 3.8% and utilization goal of 6.9% for women.

Sets of plans and specifications for the work under this contract shall only be obtained from the Director of the Office of Management & Budget, Division of Purchase, 213 City Hall, Syracuse, New York, 13202 upon deposit of a new check or money order in the amount of $100.00, payable to the Commissioner of Finance of the City of Syracuse. Checks transferred from other jobs will not be accepted.

To have bid documents mailed, please provide us with your Fed-Ex account number to be billed directly. Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders.

Pre-bid Conference: The City of Syracuse has scheduled a pre-bid conference in order to review all of the specific requirements of this contract. Attendance at the pre-bid is recommended but is optional. The pre-bid conference is scheduled for October 1, 2025, at 10:00 a.m. to be held at The Dept. of Engineering Conference Room, 4th Floor, City Hall, 233 East Washington Street, Syracuse, New York 13202.

Amendments/Addenda: No interpretation of the meaning of the plans, specifications, or other Contract Documents will be made to any bidder orally. Every request for such interpretation should be made in writing addressed to:

And to be given consideration must be received at least five (5) days prior to the date fixed for the opening of the bids. Any and all of such interpretations and any supplemental instructions will be in the form of written addenda to the Specifications which, if issued, will be mailed & e-mailed to all Bidders (at respective addresses furnished for such purposes) not later than three days (72 hours) prior to the date fixed for the opening of the bids. Failure of any Bidder to receive any such addendum or interpretation shall not relieve any bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the Contract Documents. Failure to request an interpretation constitutes a waiver to later claim that ambiguities or misunderstandings caused a Bidder to improperly submit a bid or to inadvertently bid on certain items.

Time for Performance of Contract: The time of completion for the Project shall be as follows: All work items of this contract shall be completed within 120 calendar days from the date of the Notice to Proceed or shall be completed by October 1, 2026, whichever comes first. The Bidder’s attention is directed to the liquidated damages provisions of Part “J” of Section 500 of these contract documents.

• Required to submit completed Non-Collusion Forms (Appendix 12-1A)

• Required for Contractor to be registered with NYSDOL prior to letting
• Required to submit DBE Participation Package (i.e., DBE commitments, DBE confirmations, and/or Good Faith Efforts)
• Required to submit Bidder’s List (Appendix 12-11 CONR 80LL)
• Bidder required to promptly notify contact of any errors, omissions, conflicts, ambiguity, etc. in/among contract documents
• NO residential or geographical restrictions or warranties
• Bid cannot be withdrawn within 45 days of letting
• The City reserves the rights to waive any informalities and to reject any and all bids
