Title: Single Point of Entry Stage One Child Care Provider Enrollment

DHA is seeking qualifications from entities in Sacramento County to continue with a Single Point of Entry (SPOE) that streamlines the enrollment process for California Work Opportunity and Responsibility to Kids (CalWORKs) Stage One childcare providers in Sacramento County and currently enroll childcare providers in Stage Two and Stage Three childcare programs. The initial term will be one (1) year beginning July 1, 2026 through June 30, 2027 with the possibility of two (2) one-year extensions contingent on funding. The current planned annual funding for the CalWORKs Childcare Provider enrollment contract is $571,773, with potential flexibility.
The California Work Opportunity and Responsibility to Kids (CalWORKs) Child Care Program was established in 1997 to provide childcare subsidies for CalWORKs customers and low-income families as the parent works or performs their Welfare-to-Work (WTW) activity. The purpose of the program is to support parents as they transition to the stable, long-term childcare necessary for the family to leave and remain off aid. The CalWORKs childcare program is administered in three different stages with Stage One Child Care being administered by the Department of Human Assistance (DHA). In 2014, the SPOE eliminated the duplicate orientation and enrollment activities experienced by childcare providers while working separately with DHA and the contractor.
A childcare provider who is either not licensed, or is a newly licensed provider, is required to complete an enrollment process prior to payment. This process includes an orientation, enrollment appointment, and, if applicable, a full background check. CalWORKs Stage One Child Care provider orientation and enrollment services includes, TrustLine application processing, (TrustLine is a database of unlicensed child care providers that have cleared criminal background checks in California), family child care home providers recruitment and training, family, friends and neighbors (license-exempt providers) training services that meet the CalWORKs customer’s family needs as they transition from WTW.
1.2.1 Minimum Qualifications
Respondent must have the knowledge, training, and experience, as described in the Scope of Work Section of this Request for Qualifications (RFQ). Respondent must also demonstrate the organizational structure and capacity to perform the desired services.
