Mississippi State University anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.

1. Commodity or commodities to be purchased (make, model, description):

OmniSensing Photonics MotionGo Portable Laser Doppler Vibrometer (LDV).

A miniature, full-featured LDV with built-in data processing, supporting DC to 2.5 MHz frequency range, measuring distances from 0.3 to 30 m, displacement resolution of 0.1 nm, maximum velocity of 20 m/s, and integrated Ethernet/analog outputs.

2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other options, and why it is the only one that can meet the specific needs of the department:

The department requires a compact, portable, high-performance non-contact vibrometer that can measure structural vibrations with sub-nanometer resolution and wide bandwidth (DC to 2.5 MHz). The MotionGo uniquely combines:

• Ultra-compact size (120 × 60 × 30 mm, 300 g) — the world’s smallest full-featured LDV, enabling integration into experimental setups where conventional LDVs cannot fit.

• Photonics Integrated Circuit (PIC) design with built-in DSP — eliminating the need for bulky external controllers, reducing cost and complexity.

• Dual-laser system (1310 nm measurement + 655 nm indicator) — ensuring precise targeting while maintaining Class I laser safety.

• Versatile measurement range — from 0.3 m to 30 m, with capability to test micro-mechanical systems, machine tool spindles, or large aerospace components.

• Exceptional resolution and noise performance — displacement resolution of 0.1 nm and noise density down to 0.3 pm/√Hz.

No other LDV on the market provides this combination of compact size, integrated DSP, wide frequency response, and networking capability. Competing systems are larger, heavier, and require external hardware, making them unsuitable for the department’s need to integrate LDV sensing into mobile and flexible testbeds.

3. Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

OmniSensing Photonics, Inc.

OmniSensing Photonics is the sole manufacturer and supplier of the MotionGo LDV. This instrument is proprietary, based on patented PIC technology, and not available through any alternative vendors or distributors.

4. Estimated cost of item(s) and an explanation why the amount to be expended is considered reasonable:

Estimated cost of the system is $12,000.

The cost is reasonable considering:

• Comparable LDVs from established vendors (e.g., Polytec, Optomet) typically cost significantly more while being bulkier and requiring external controllers.

• The MotionGo provides equivalent or superior performance in a much smaller, integrated form factor, reducing the need for additional hardware and lowering overall system cost.

• The vendor provides software development kits (SDKs), cables, and accessory options, which further reduce integration costs.

5. Explanation of the efforts taken by the department to determine this is the only source and the efforts used to obtain the best possible price:

The department surveyed LDV products from leading vendors, including Polytec and Optomet, and determined that none of these suppliers offer a compact, integrated LDV with the same resolution, bandwidth, and portability as the MotionGo. All alternative systems require larger controllers, rack-mounted equipment, or limited measurement ranges.

The department obtained direct specifications from OmniSensing Photonics and compared them against available competitor products. The MotionGo is unique in its compactness and performance, and OmniSensing Photonics confirmed that they are the sole source. The department has got a formal quote from OmniSensing to ensure the most competitive price available.

Any person or entity that objects and proposes that the commodity listed is not sole source and can be provided by another person or entity shall submit a written notice to:

The notice shall contain a detailed explanation of why the commodity is not a sole source procurement. Appropriate documentation shall also be submitted if applicable.

If after a review of the submitted notice and documents, MSU determines that the commodity in the proposed sole source request can be provided by another person or entity, then MSU will withdraw the sole source request publication from the procurement portal website and submit the procurement of the commodity to an advertised competitive bid or selection process.

If MSU determines after review that there is only one (1) source for the required commodity, then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of proving that the commodity is only provided by one (1) source.
