**THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY (WMATA)**
This is a notice issued as required by FAR 5.203. DFC intends to award this sole source contract under the authority of FAR 13.106-1(b). WMATA is uniquely qualified to represent DFC as the only firm to meet the requirement due to the extensive expertise and experience required.
The U.S. International Development Finance Corporation (DFC) is financing solutions to the most critical challenges facing the developing world today. Working with businesses, we mobilize private capital to invest in projects that create jobs and opportunities in emerging markets, including building critical infrastructure, expanding access to telecommunications, and providing small business financing for women entrepreneurs. Launched in 2019, DFC helps to advance America's foreign policy by partnering with projects that create economic stability, protect sovereignty, and ensure transparency. DFC investments adhere to high U.S. business standards and respect the environment, human rights, and worker rights.
DFC is seeking commercial services to utilize a commuter benefit program to save on payroll taxes and allow employees to commute within DC, Virginia, and Maryland. The service will need to be able to pay for transit and parking tax free and ensure a reliable source of transportation.
The required services include:
The Period of Performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:
The Government reserves the right to extend the term of this contract at the prices set forth in accordance with the terms and conditions contained in FAR clause 52.217-9 entitled, “Option to Extend the Term of the Contact”.
The government anticipates award of a Firm Fixed Price (FFP) contract.
This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within three (3) calendar days of publication of this notice, shall be considered by DFC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
