SOURCES SOUGHT SYNOPSIS - PORTABLE NITROGEN PRODUCTION UNIT FOR FIRE SUPPRESSION



The Defense Logistics Agency Maritime Puget Sound is issuing this sources sought and request for information as a means of conducting market research to identify parties having an interest in and the resources to support a material requirement in Bremerton, WA.

SPECIFICATION FOR PORTABLE NITROGEN PRODUCTION UNIT FOR FIRE SUPPRESSION



1. SCOPE:



1.1. This specification reflects those characteristics that are essential to the minimum needs of the Government



for a “Turnkey” Portable Nitrogen Production Unit for Fire Suppression (NPU). This specification



provides the performance standards for purchase of an electrically driven; Nitrogen Membrane Generating



System. This system should be designed to supply a continuous flow of nitrogen of a minimum of



300CFM with a minimum working pressure of 85PSIG to 100PSIG, at a minimum nitrogen purity of 95%



(Nitrogen Purity + Inerts). Feed air at a maximum of 625 CFM.



1.2. This contract includes setup, testing, startup assistance, training, and on-site technical support. It is the



Government’s intent that a single (primary) contractor experienced in the production of membrane



generating system technology in the marine industrial environment be awarded this contract and be



responsible for the accomplishment of all work, including 3rd party certifications.



2. CONTAINER:



2.1. The NPU shall be a stand-alone, “Turnkey” system. All components for the NPU should be installed



within a max 8’ wide x 8’ high x 10’ long insulated, able to withstand when ambient temperatures drop to



28°F. ISO container, designed to permit relocation by crane, truck, and forklift.



2.2. The components utilized for the design of this system are commercially available off the shelf (COTS) and



should require only integration, assembly, operational verification and certification in final configuration



to meet the contract specifications.



2.3. The proposed layout of equipment will be based on average component sizing across industry. Innovative



designs that improve system function, capacity, size, weight, or cost are encouraged to be included by the



offeror in response.



2.4. The NPU shall be designed for operation at sea-level altitude, in the weather exposed to sun, freezing rain,



snow, sleet, high and low temperatures, high and low humidity, and other climactic extremes. The



operating environment is marine waterfront; therefore, components and coatings must be selected for



protection from this corrosive environment.



2.5. The NPU capacity at the outlet of the shipping container shall be capable of delivering minimum of



300CFM with a minimum of 95% purity while meeting all requirements for production, handling, and



delivery of industrial grade Nitrogen. Operational performance design of the NPU should target the



General Industrial usage.



3. SAMPLING REQUIREMENTS:



3.1. The NPU shall be NRTL certified. The offeror will obtain and provide independent 3rd party Nationally



Recognized Testing Laboratory (NRTL) certification listing for the NPU and ensure NPU assembly is



properly marked with NRTL certification marking.



4. SET UP SERVICES AND TESTING:



4.1. A certified technician for the nitrogen generator and all associated equipment shall be assembled, set-up and



tested by the contractor in the area(s) designated as the test area by the receiving activity. The Contractor shall



provide all personnel, equipment, and supplies necessary for the complete set-up and testing of the nitrogen



generator.



4.2. Two (2) paper copy of shutdown, startup, operating, and maintenance procedures in English.



5. TRAINING:



5.1. Training can be performed on-site at the receiving facility upon arrival of the unit. Training will consist of



operation of the unit to include proper maintenance of the system. Customer will be charged at the current



daily service rate, plus travel and living expenses.



6. NOISE:



6.1. Obtain, provide, and install an active industrial noise suppression system inside of the NPU to ensure



ambient noise levels outside

to exceed

7. SOFTWARE:



7.1. HMI: Displays oxygen content, feed pressure, Nitrogen pressure, run status, maintenance hours, standard



factory set process control valve, Zirconium oxide oxygen analyzer.



8. REQUIREMENTS:



8.1. The NPU shall be a complete and operational system, delivered assembled, piped, wired, and tested. After



delivery, the unit shall require only the connection of power, routing of condensate, and testing in



accordance with this specification.



8.2. Provide calibration gas (GASCO 103L-159-10 or similar), calibration rig, and procedures to verify both



in-situ (installed) O2 sensors can accurately measure a minimum purity of 95% that is calibrated to



certified standards that have known valid relationships to nationally accepted industry standards.



8.3. Supply a continuous flow of nitrogen from minimum of 300CFM with a minimum working pressure of



85PSIG to 100PSIG, at a minimum nitrogen purity of 95% (Nitrogen Purity + Inerts).



8.4. If membrane required specific temperature range to meet operational conditions a process heater shall be



installed on the inlet piping.



8.5. After the feed air heating step, the Feed Air is passed through another conditioning step. The feed air is passed



through an Activated Carbon filter. The activated carbon is utilized to remove from the feed air any



Hydrocarbons that may be present in the air stream as a result of the compression process. The filter has a built



in .01 dust particulate wrap to ensure no carbon particulates enter the membranes.



8.6. All electrical components to meet an area classification of Safe No Hazard.



8.7. Power supply: 120 Volt, 1 Phase, 60 Hertz authorized to be supplied through a transformer on the 480 Volt



supply, 480 Volt 3 Phase, 60 Hertz
