Description
This is not a bid solicitation. This RFI will not result in the award of any contract.
1. Purpose of the RFI
The Department of Fisheries and Oceans (DFO) Conservation and Protection (C&P) branch in consultation with Public Services and Procurement Canada (PSPC), hereafter referred to as Canada, is seeking information from Industry on proven solutions (e.g., Commercial-off-the-shelf (COTS)) applications already in use for similar purposes with the capability to deliver an Enforcement and Major Case Management System (CMS).
The purpose of this RFI is to gather information on solutions from Industry that will address the needs as described within this document with the lowest risk to the DFO, and will improve the management, efficiency, and effectiveness of C&P’s enforcement operations. Once the RFI has identified available Industry solutions, it may contribute to the creation of a potential Request for Proposal (RFP) at a future unknown date. It does not, however, constitute a commitment to issue an RFP.
2. Nature and Format of Responses Requested
Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements or objectives described in this RFI could be satisfied. Respondents are also invited to provide comments regarding the content, format or organization of any draft documents included in this RFI. Respondents should explain any assumptions they make in their responses.
3. RFI Timeline
The planned process and timeline for this RFI process is as follows:
1) September 9, 2025: Issue RFI document on canadabuys.canada.ca
2) November 10, 2025: is the closing date for responses to the RFI.
4. Official Languages
Responses may be in English or French, at the preference of the Respondent.
5. Requirements and Questions to Industry
The description of the requirements and questions to Industry are described in Annex A - REQUIREMENTS AND QUESTIONS TO INDUSTRY. Respondents are requested to propose their best-fit solution to the requirements and respond to the questions described therein and provide as part of their submission any supporting and cross-referenced information.
