Statement of Work
Hay Harvesting Services
I. Objective
The Department of Human Services requires a contractor to provide Hay Harvesting
Services and all necessary labor, equipment and materials to mow approximately 60 acres
at as outlined in the specifications in this Statement of Work for the Torrance State Hospital
("TSH"), located at State Route 1014, Torrance, Pennsylvania 15779.
II. Term of Service
The term of this Service will commence upon issuance of a Contract to the selected
Contractor ("Effective Date") and will expire five years after the Effective Date.
III. Scope of Work
A. The selected contractor shall perform operations of cutting, baling, and hauling of hay
on an as needed basis. The selected Contractor shall determine the quantities to be
harvested and does not need to obtain prior approval from TSH officials to perform
authorized harvesting activities.
B. TSH has approximately 60 acres of land to be mowed. After harvesting the hay, the
selected Contractor shall dry and prepare the hay by way of roll or bale for removal.
The selected Contractor may not store prepared hay may on grounds of TSH.
C. The selected Contractor shall cut the hay no shorter than three inches.
D. Upon completion of each harvest, the selected Contractor shall leave the 60 acres in
neat and orderly conditions.
E. The selected contractor may park equipment overnight at TSH in an area approved by
the TSH Facility Maintenance Manager. TSH is not responsible for damages or
securing of equipment owned or operated by the Contractor.

IV. Site Visit
Prospective contractors are encouraged to visit the site prior to submission of the bid
proposal to review the area to be serviced.

V. Contract Award
Award will be made to the highest responsive and responsible bidder.
VI. IFB Requirements
A. Bid for Hay Harvesting Services. Contractors shall provide a bid for the per harvest
amount that they pay the Commonwealth for the harvested hay from the 60 acres at
TSH.
B. Bid Requirements. Contractors' IFB must include the following attachments. Failure
to submit these items when they are needed may result in the rejection of the
Contractor's IFB.
1. Worker Protection and Investment Certification
2. Proof of Insurance
C. Estimated Quantities
The quantities are estimated only and may increase or decrease dependent upon the
needs of the department.

E. Confirmation of Service
A Service Receipt will be used to verify that work has been completed.

F. Commonwealth Reimbursement Provisions:
