West Basin Municipal Water District (West Basin) hereby invites qualified Suppliers to submit Statements of Qualifications (SOQs) for Submerged Microfiltration (MF) Membranes Pre-Qualifications for the Edward C. Little Water Recycling Facility . All suppliers intending to bid must be prequalified before submitting a proposal for this Project. The pre-qualification process will consist of two parts: 1. Review of vendors’ Statement of Qualifications (SOQ), and 2. pre-qualification testing. This solicitation is only to request SOQs. Based on a review of the SOQ’s, a short list of Suppliers may be selected to participate in the subsequent solicitation for pre-qualification testing. It is imperative that prospective bidders complete the prequalification questionnaire in its entirety, provide all requested documentation, and receive approval from West Basin to be included on the final list of qualified bidders. Bids from suppliers that have not complied with these requirements will not be considered.
The completed prequalification questionnaire must be submitted no later than 2:00 pm on Tuesday, May 26, 2026 , at which time electronic submissions will be opened. Suppliers may be advised of any omissions and given an opportunity to address them and will be notified regarding their prequalification status prior to the project’s bid advertisement.
West Basin owns several water recycling facilities that are operated by contract operator. The Phase IV Microfiltration (MF) system at the Edward C. Little Water Recycling Facility (ECLWRF) is a pretreatment for reverse osmosis systems. The MF membranes have reached the end of their life and need to be replaced. The microfiltration membrane supplier (herein called Supplier) shall provide qualifications in accordance with the requirements specified herein.
