Project Description: Sealed Bids for the East Cocalico Township Authority Water Treatment Facility (GUDI) Upgrade will be received by the EAST COCALICO TOWNSHIP AUTHORITY via the PennBid Program until January 24, 2025 at 11 AM and at that time bids will be publicly opened online.
All documents and solicitation details are available at no cost at https://pennbid.bonfirehub.com/ on and after December 18, 2024. Complete instructions for filing bids are included in the Instructions for Bidders.
All Bids are to be accompanied by a bid bond in the amount of 10% of the Total Bid Price. A sample bid bond format is provided as part of the Contract Documents.
The Work will include but will not necessarily be limited to providing all labor, materials, equipment, and appurtenances for the following, as further described in the Contract Documents. Scope of work has been divided into the following two contracts
Contract No. 1- General Construction (GC): The scope consists of supplying and installation of a new raw water tank, all facility upgrade piping, valves, coordination of other contracts, and all other miscellaneous work not covered by Contract No. 2. The scope also includes installation of a pre-purchased Ultrafiltration (UF) system with auxiliary equipment and controls, installation of a pre-purchased Ultraviolet (UV) disinfection units, along with a UVT panel and related piping and valves. The scope also includes wall and roof repairs per Drawing A-1 and demolition of the existing pressure filters and associated piping and valves as well as unused chemical feed systems. Refer to Appendix E for items to be removed and salvaged.
Contract No. 2- Electrical Construction (EC): The scope consists of supplying and installation of VFDs, electrical panels, disconnects, cables, instrumentation, conduits and wiring for all pumps, equipment, electrical valves and other devices in this contract, including UF and UV panels supplied by the respective manufacturers. The scope also includes demolition of unused electrical panels, disconnects, and associated conduits and wiring. UF System Supplier: UF System and auxiliary equipment has been pre-purchased by ECTA. GC and EC shall install all equipment, piping, valves, controls, and related electrical work. UF System Supplier’s scope of services is specified in Section 13220, Appendix F, and as shown on the P&IDs under their scope. UV system supplier: UV System has been pre-purchased by ECTA. GC and EC shall install all equipment, piping, valves, controls, and related electrical work. UV System Supplier’s scope of services is specified in Section 11390, Appendix H, and as shown on the P&IDs under their scope.

A mandatory Pre-Bid Meeting at the Water Treatment Plant will be held on January 8, 2025 at 11 AM onsite.
All questions shall be submitted in writing via PennBid. Questions received after January 17, 2025 at 4:30 PM regarding the project will not be acknowledged.

This contract is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA)
Conditions and the PA Act 127 (Public Works Employment).
This contract is subject to Pennsylvania Human Relations Act 222 conditions.
Davis Bacon Wage Rates apply to this project. Refer to General Conditions, Section 00600.
Steel Products Procurement Act and American Iron and Steel apply to this project. Refer to General Conditions, Section 00600.
The right is reserved by the Buyer to reject any or all bids, to waive technical defects and to accept the bid, which, in the judgment of the Buyer, is to its best interest.
Each proposal must be accompanied by a certified check or acceptable bonds as specified.
