This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation is a Brand Name Request for Quote (RFQ). This action is posted as a 100% Small Business Set-Aside under NAICS Code: 334290 “Other Communications Equipment Manufacturing”. The size standard is 800.
The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), an agency of the Government, has a requirement for the procurement of twenty-one (21) KG-250X In-Line Network Encryptors to support military operations in Romania. This procurement is a requirement for Foreign Military Sales (FMS) Case RO-B-UFH, for the country of Romania. The Government anticipates the issuance of a commercial Firm Fixed Price (FFP) contract as a result of subject synopsis/solicitation. The anticipated date of award to be determined, but no later than 31 July 2025.

CLIN 0001 –
The contractor shall provide the following to support Romania. All hardware shall be supplied from new production.

BASIS FOR AWARD:
Quotes will be evaluated in accordance with FAR 13.106-2, Evaluation of Quotations or Offers. A single award will be made based on the Lowest Priced Technically Acceptable (LPTA) evaluation approach. (Note: See FAR 52.212-2 for evaluation criteria detailed herein). In accordance with FAR 52.212-1(g), The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Quotes will be evaluated in accordance with FAR 52.212-2, “Evaluation—Commercial Products and Commercial Services (Nov 2021)”:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 Cost/Price: Price will be evaluated based on the total proposed price for CLIN 0001.
Factor 2 Technical: Technical will be evaluated based on the technical capability of the item offered to meet the Government’s requirement. Additionally, the technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not provided in the quote.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
