THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Mountain Valley NWR intends to award a firm fixed price sole source base plus two option year contract under the authority of (FAR) Part 8.405-6(a)(1)(B) ¿ Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The North American Industry Classification System (NAICS) code for this requirement is 561621, Security Systems Services (except Locksmiths). The object of this sole source award is to have ongoing maintenance to the existing electronic security system to deter crime and identify threats to the occupants and property and the potential for break-ins, loss and/or damage of property, and safety of public spaces for visitors and staff. Technical support from Siemens Industry Inc. will be required for the replacement of the access control server. Siemens Industry Inc. installed the original security server currently being used and Siemens is the current vendor capable of meeting this requirement.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
