The Owner reserves the right to retain all bids for a period of 90 days after the scheduled

It is the policy of the Raleigh-Durham Airport Authority (the “Authority”) that neither the
Authority nor its contractors, construction managers, consultants, service providers,
subcontractors, subconsultants and vendors shall discriminate on the basis of race, color,
religion, national origin, or gender in the award and performance of contracts, subcontracts
and purchases. It is also the Authority’s policy that the Authority should aid, counsel, and
assist, insofar as is possible and practical, small-business concerns in order to provide access
to opportunities to contract with the Authority. The Authority has determined that it is
necessary to establish and maintain a Small Business Program (Program or SB Program),
which is aimed at preserving free competitive enterprise and supports placement with small
business enterprises of a fair proportion of the Authority’s purchases and contracts or
subcontracts for the purchase of goods and services. The requirements of the Authority’s
Small Business policy are set forth in the Small Business Requirements Exhibit included
    herewith.
The Authority awards contracts without regard to race, religion, color, creed, national origin,
gender, age or handicapping condition. The Authority’s contracts are subject to the
requirements of North Carolina law, and this contract will be awarded in accord therewith.
The SB Goal for SB participation on this contract represent the total dollars that will be spent
with SBs as a percentage of the total contract amount, including any task orders and
amendments. In accordance with the SB Program, the Authority will require that the selected
firm must either meet the SB goal or demonstrate that the firm has made sufficient good faith
efforts to meet the SB goal.
The Authority has set the following goal for Small Business (SB) participation in the Contract:
    0% Small Business (SB).
    A non-mandatory Pre-Bid Conference is scheduled for October 23, 2025, at 10:30 AM,
located in Conference Room 100 of the Authority’s Administration Building, RDU
Center, 1000 Trade Drive, RDU Airport, NC. The purpose of this workshop is to inform
Bidders and prospective subcontractors of the Project and the requirements for meeting the
MWSB goals set forth for this contract.
