CDBG-DR SMA Healthcare Ridgewood Flood Mitigation Construction

Volusia County’s Office of Recovery and Resiliency (ORR) is seeking construction services for Ridgewood Flood Mitigation improvements. This project is intended to aid in the recovery of Volusia County from the damage suffered from Hurricane Ian in September 2022 and this project is funded by a U.S. Dept. of Housing and Urban Development (“HUD”) Community Development Block Grant for Disaster Recovery (“CDBG-DR”).

On September 28, 2022, SMA Outpatient - Daytona, the outpatient services facility located at 702 South Ridgewood Avenue, Daytona Beach, sustained significant flood damage as a result of Hurricane Ian. The structure is a brick-on-concrete-masonry-unit (CMU) building with a first-floor elevation of 5.14 feet above sea level (NAVD 88), as established by the recorded Elevation Certificate.

The objective of this project is to implement passive flood mitigation improvements that will protect the building to a flood elevation of 8.0 feet above sea level without requiring human intervention prior to a storm event. The design strategy achieves this protection level by adding three (3) feet of waterproofing and flood-resistant construction above the existing first-floor elevation, replacing existing openings with flood-rated assemblies, and elevating mechanical and electrical equipment above the 8.0-foot flood protection datum.

The improvements are consistent with the Transform 386 Ridgewood Flood Mitigation Application and have been developed through site assessment and pre-construction coordination. All work shall be performed in accordance with applicable provisions of the Florida Building Code (FBC), local Volusia County building requirements, and the floodplain management standards of the National Flood Insurance Program (NFIP).
