The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Law Enforcement (Police) for Temporary Traffic Control Service (Three (3) Year Multiyear Contract) . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Monday, July 6, 2026 . Late Bids will not be accepted.
Project work includes providing a Safe Work environment for all DWM crews required to work on and within the Public Roadways, Operations Group (Construction & Maintenance), and Large Meter Installations Group work in the Public Roadways, which are very hazardous and dangerous work environments.
Law Enforcement is needed to address aggressive motorist behavior, deter criminal assaults against our Crews, example citizens brandishing weapons, and to direct vehicular traffic to prevent motorist and citizens from encroaching employees Work Zones and putting our staff in danger. It is not the employee’s responsibility to address these behaviors. in accordance with the Georgia Law O.C.G.A. 40-6-20, Law Enforcement officers SHALL BE used to regulate and maintain traffic control at functioning signalized intersections when lane closures or traffic shifts block or restrict movements causing interference with road user flow and will not allow the activated traffic signal to guide traffic. We frequently perform work in the middle of four (4) way intersections. Certified Flaggers cannot direct traffic through intersections. We need Law Enforcement to shadow crew when installing and removing Temporary Traffic Control Work Zones as well as Traffic calming purposes and much more.
