Notice is hereby given that the City of Stillwater will receive sealed bids for the construction of:

Scope of work to primarily include the following:

The sealing of joints and cracks in various areas of the City.

Bids will be received electronically only through https://stillwater.ionwave.net by the Office of the City Clerk until 3:00 PM on Wednesday, December 11 2024. Bids shall be opened and read aloud at the above stated time. Bid opening will occur in Room 1112-B of the Norman McNickle Municipal Complex, 723 South Lewis, Stillwater, Oklahoma, 74076.

Bids shall be submitted as stated in the Instructions to Bidders.

Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same.

Bids will be referred to city staff for evaluation. The City Council may award to the "lowest and best responsible bidder". The Council reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or

resubmitted within 45 days after the date set for the opening of bids.

The documents describing the requirements for this request for bids may be examined at https://stillwater.ionwave.net or https://stillwaterok.gov/327/Bids-Proposals or in the Engineering Department, 723 South Lewis, Stillwater, Oklahoma, during regular working hours by appointment.

Questions regarding the design of the project may be submitted to the City of Stillwater through the online portal, https://stillwater.ionwave.net. All questions must be received one week (7 days) prior to the bid opening.
Addenda to the bid package will be issued via Ionwave. Bidders must enter the addenda numbers electronically to fulfill Article 3.01 of the Bid Form to verify receipt.

Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall

execute a contract within 14 days of Notice of Award by the city.

The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma.

The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents upon notice to all

prospective bidders.

A OPTIONAL pre-bid conference will be held at 10:00 AM on Thursday, November 14, 2024 in Room 2073 of the Norman McNickle Municipal Building, 723 South Lewis, Stillwater, Oklahoma. A Microsoft Teams virtual meeting link will be offered via Ionwave to prospective bidders.
