ODPS on behalf of Ohio State Highway Patrol (OSHP) is seeking to purchase 1500 each: EMPSA05BU-8 mpower® Fascia 4x2 Light w/ Quick Mount, 18" 5-wire w/ sync option & 1.5 Pigtail, SAE Class 1 & CA Title 13, 9-32 Vdc, Black Housing, 36 LED, Tricolor - Red/Blue/White and 800 each: #PMPSABK004 - Grille Mount Back Plate Kit, contains 2 bracket sets each capable of holding 1, 4x2 Quick Mount Light for installation on 2022- 2023- 2024 Dodge Durango Police & Civilian SXT, SXT Plus, or Citadel Trim Levels.

CONTRACT AWARD : The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the quantity listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

EVALUATION : The contract will be awarded to the lowest responsive and responsible bidder as determined by ODPS pursuant to the ORC. To protect the integrity of the competitive bid process, bids will be closed for public review once the evaluation and award process begins.

BRAND NAME : The products in this solicitation are being bid as BRAND SPECIFIC. That signifies no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6).

AUTHORIZED DEALER STATEMENT: Bidders responding to this Invitation to Bid must be an authorized dealer or manufacturer of the products they are bidding. Bidders should submit a letter with their bid response certifying that they are the manufacturer or an authorized dealer of the manufacturer of the products being bid. This certification must be on the manufacturer's letterhead and must be signed by a duly authorized manufacturer's representative.  The bidder will be required to provide said certification letter within five (5) business days, after notification, to the Ohio Department of Public Safety, if not submitted with the bid response. Failure to submit the certification letter within the stated time period will result in the bid response being deemed as non-responsive.
