Description

The Architect of the Capitol (AOC), Supplies, Services, and Material Management Division (SSMMD) is issuing Request for Proposals (RFP) AOCSSB26Q0073 for the Architect of the Capitol, / Capitol Power Plant (CPP) Renewable Energy Certificates (Credits) (REC) contract. It is anticipated that this RFQ will result in a Firm Fixed Price (FFP) contract to a responsible quoter actively registered in the System for Award Management (SAM) and whose quotation provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). This solicitation will use the procedures in AOC Contracting Manual § 9.1 Negotiated Acquisitions. The North American Industry Classification System (NAICS) codes for this requirement is, 221122 – Electric Power Distribution / PSC: 9999, Miscellaneous Items.



The contract period of performance will be one (1) Base Year, and four (4) option year periods from the date of the award.



The List of Attachments is in Section J of Standard Form 33 (SF33).



Deficiencies in Contract Documents: It is the quoters responsibility to notify (in writing) the Contracting Officer of any ambiguities or deficiencies in the solicitation documents prior to submitting the quote.



Partial Quotations, Altering the Quote quantities will not be considered.



Questions pertaining to solicitation are due: 12:00 PM (ET), Monday, September 14, 2026. Questioned received after that time may not be answered.



Quotations are due: 12:00 PM, Eastern Time (ET) on Wednesday, September 16, 2026



This pertains to quotation submission. NO HAND-CARRIED QUOTES WILL BE ACCEPTED. EMAIL ONLY

4. Quoters are reminded that if there are any amendments to this solicitation, then ALL pages of ALL SF_30_Amendments SHALL be signed and returned along with quote, per Standard form 30, item 13(E).



5. It is the sole responsibility of the quoter to monitor their emails and, or Sam.gov website at least twice a day for ALL changes to the solicitation or for information released by the Contracting Officer by amendments.



6. Quoters are reminded that any information pertaining to this solicitation (e.g. Questions, Quotes, Etc.) not submitted to the Contracting Officer Donald.Fuqua@aoc.gov will not be considered.
