ITEM AND DESCRIPTION
Shawnee County is soliciting sealed proposals from qualified contractors to provide fencing services
and column construction for the reconstruction of Play Land located in Gage Park and operated by
the Shawnee County Parks and Recreation Department.
PRE-BID MEETING
A MANDATORY pre-bid meeting and on-site inspection is being held as part of the RFP process. The
meeting will be held on:

Attendance is mandatory at the pre-proposal conference. All questions requesting clarification of
items/issues discussed at the pre-proposal conference must be submitted in writing via the online bid portal.
Proposers should clearly understand that the only official answer or position of Shawnee County will be in
writing. Any modification to this Request arising from the pre-proposal conference, as well as answers to
written questions shall be made in writing by addendum and will be issued through the online bid portal.
INTRODUCTION
Shawnee County Parks and Recreation Department (SCP+R) is seeking proposals from qualified contractors
to provide all labor, materials, construction equipment, coordination, and supervision necessary for the
fencing and column services of the Gage Park Play Land prior to June 2026.
SCOPE OF WORK
Steel picket fencing shall be provided for the following areas located in the Play Land Park.
1. Sky Trail Retaining Wall: Fencing shall be provided and installed between the existing Sky Trail
steel pipe columns indicated as T 5.1, T6, T6.1, and T7 on the supplemental drawings. An optional 8’
segment may be located between T5.1 and the existing sidewalk. The fencing shall be surface
mounted along the top of the existing concrete retaining wall. Fencing shall be based on existing
dimensions between Sky Trail columns.
2. PA-2: Fencing shall be provided and installed along the indicated 24” x 6” concrete mow strip on the
north side of PA-2 (points 26A to 79). The fencing shall be mounted on the surface along the top of
the existing mow strip (26A to 79) and include the installation of stone columns (26A, 27, 28A, and
79) on existing concrete footings. Placement of columns and fencing shall be compatible with the
existing concrete footings. As an option, the fence posts may be core drilled with acceptance by
SCP+R.
3. RR-Trickle Channel: Fencing shall be provided and installed along the indicated concrete entry
walkway, 12” x 12” curbing, or mow strip on the west side of the RR tracks and trickle channel. The
fencing shall be surface mounted along the top of the existing concrete walkway (20 to 14A), and
include the installation of stone columns (14A, 14B, 38, 16, 17, 17A, 17B, 17C, 17D, 17E, 20) on
existing concrete footings. Placement of columns and fencing shall be compatible with the existing
concrete footings. As an option, the fence posts may be core drilled with acceptance by SCP+R.
4. Note: Meri-Crete currently has the concrete placement contract for all concrete column footings,
walks, curbing, and mow strips indicated. Coordination of fence (post) placement with Meri-Crete’s
placement of concrete may be considered for acceptance by SCP+R.
5. Reference attached Supplemental Detail Drawings and PEC Project Plans for locations and additional
detail.
SCOPE OF WORK – Basis of Payment
1. Installation of steel picket fencing along the entry walk and RR track on the east side of the site
($/LF).
a. Installation of steel picket fencing along the north side of PA-2 with surface mount to the 12” x 12”
concrete curbing or an option for in-ground installation. ($/LF)
2. Installation of stone columns along the fencing as indicated in the drawings. ($/Each)
3. Installation of steel picket fencing along the top of the concrete retaining wall between existing
sidewalk and Sky Trail Towers 5.1 to 7.1 with surface mounting. ($/LF)
4. Installation of stone columns on each designated column footing location. ($/EA)
CONTRACTOR RESPONSIBILITIES AND RESTRICTIONS
1. Surface Mount Fence Between Sky Trail Towers T5 to T7: Contractor shall field measure
installed distances between Sky Trail Towers (Sidewalk to T5.1, T5.1 - T6.0, T6.0 - TY6.1,
and T6.1 - T7.0) to provide base information for fence configuration. Field measurements
must consider base plate flange and the vertical pipe column for single towers and the center
vertical panel between the “goal post’ towers T5.1 and T6.1. All fencing for this segment
shall be surface mount. Remaining gap(s) between the last post and vertical tower elements
shall not be more than 4”. Fence along retaining wall (T5.0 to T7.0) shall only be placed after
the Sky Trail elements in this area have been installed.
2. Fencing Between Stone Columns: Contractor shall field measure distances between all
installed concrete footings to confirm installed CL to CL distances. Column sizing and fence
configuration to accommodate footings and CL/CL distances shall be confirmed prior to
installation of fence. Fencing for these segments shall be a combination of surface mount or
core drill. Remaining gap(s) between the last post and the stone column face(s) shall not be
more than 4”. Fence along the RR tracks (east side) shall only be placed after the installation
of the concrete trickle channel, sidewalks, and mow strips.
3. Contractor shall provide a detailed shop drawing for all fence and stone column components.
4. The contractor shall protect all trees and existing play equipment remaining on the
construction site. No further trees will be removed without SCP+R discussion and approval.
5. The contractor shall be responsible for obtaining all utility locates prior to any work.
6. A project access map has been provided to indicate that all construction activities must
ingress and egress from SW Blaisdell Drive along the west side of Play Land. No
construction access will be allowed from the east across the Mini-Train RR tracks unless
specifically authorized by SCP+R.
7. There will be no access, storage, or construction within the adjacent Animal Land
immediately north of Play Land.
8. Site cleanup will be subsidiary to all construction. Contractor shall remove all debris, to
approved sites.

FENCE SPECFICATIONS
1.0 General
1.1 Description
Furnish and install a complete steel picket fence system, 48 inches in height above finished grade, with both
surface-mounted and core drill posts as indicated on the attached drawings. All components shall be plain
steel with black powder-coated finish and welded construction throughout.
1.2 Scope of Work (Fencing and Stone Columns)
This specification covers the complete furnishing and installation of a welded steel picket fence system
including steel posts, rails, pickets, base plates, anchors, and all associated hardware.
Steel picket fencing shall be compatible and adaptable to the stone columns provided as part of this work.
Dimensions, connections, and fence post anchoring shall be coordinated with column sizing (dimensions)
and surface stone materials. The gap between the posts adjacent to stone columns shall be 4” or less.
1.3 Related Work (Stone Columns)
Stone columns shall be provided along the fencing proposed at the RR track area and PA-2. Columns shall
be placed on existing concrete footings 24” Diameter or 24” x 24” x 36” D as constructed by others.
Columns shall be 52” tall. Columns may be laid stone or filled concrete block with artificial stone veneer
with 2” stone cap (see attached for reference). Fence to be installed between stone columns but not attach to
column or footing. SCP+R will approve the column design and stone type selection prior to installation.
Column voids to be filled with concrete. Each stone column shall be secured to its respective concrete
footing with 4 #4 vertical rebar (min. 8” in length) drilled and securely doweled with 4” min. embedment
into the footing and into column concrete fill above the footing. Column cap shall be securely fastened to
top of column to prevent any movement. SCP+R will approve the column design and stone type selection
prior to installation.

2.0 MATERIALS
2.1 Steel Posts
Size: 2" x 2" square Hollow Structural Section (HSS) tube steel
Wall Thickness: 1/4" (0.250") nominal - equivalent to 7-gauge
Material: ASTM A500 Grade B or C cold-formed steel tubing, or ASTM A653 galvanized steel
Spacing: 8'-0" center-to-center typical
Surface Mount Posts: Finished height 52" maximum above grade (to allow for base plate and post cap)
Core Drill Posts: Set in concrete footings per drawings
2.2 Steel Rails
Size: 1-1/4" x 1-1/4" square HSS tube steel
Wall Thickness: 1/8" (0.125") nominal - equivalent to 11-gauge
Material: ASTM A500 Grade B or C
Configuration: Three (3) horizontal rails per fence panel:
• Top rail: At fence top (48" above finished grade)
• Middle rail: 3-1/2" clear below bottom of top rail (approximately 44-1/2" above grade)
• Bottom rail: Top at 8" above finished grade
2.3 Steel Pickets
Size: 1-1/4" wide x 5/8" thick hot-rolled steel flat bar
Material: ASTM A36 hot-rolled steel flat bar
Spacing: 4" center-to-center (resulting in 3-1/2" maximum clear spacing between pickets)
Height: As required to accommodate indicated rail positions.
Bottom Clearance: 3" minimum above finished grade
2.4 Base Plates (Surface Mount Posts)
Size: 6" x 6" minimum
Thickness: 1/4" (0.250") plate
Material: ASTM A36 steel plate
Post Connection: Welded connection all post sides with steel plate
Mounting: Surface mount on concrete, one plate per post
Anchor Holes: Four (4) holes per plate for 1/2" diameter anchors-embedded min. 4” in concrete.
Finish: The surface mount post base plate shall either be powder coated to match fence system per specs or
shall be fully coated with an approved exterior UV resistant epoxy following necessary cleaning of the plate
following welding to the posts.
2.5 Post Caps
Size: 2" x 2" flat plate cap or suggested alternative

2.7 Welding Materials

3.0 FABRICATION
3.1 General Requirements
• All fabrication shall be performed in accordance with AWS D1.1 Structural Welding Code - Steel
• All members shall be straight, true, and free from defects
• All cuts shall be straight and square
• Sharp edges and weld spatter shall be removed
