REQUEST FOR QUALIFICATIONS

NOTICE IS HEREBY GIVEN that the City of Lauderhill is seeking sealed qualifications for the following work as detailed:

Business Improvement District (BID) Creation and Special Assessment Consulting Services

The City of Lauderhill will accept sealed proposals until 4:45 P.M. EST, August 24, 2026, via IonWave at https://lauderhill.ionwave.net/ . Proposals received after 4:45 P.M. will not be considered.

The intent of this Request for Qualifications (RFQ) is to engage a qualified professional consulting firm with demonstrated experience in the planning, development, and implementation of Business Improvement Districts (BIDs) and special assessment districts. The selected consultant shall provide comprehensive professional services to assist the City in evaluating the feasibility of establishing a Business Improvement District, developing a legally defensible special assessment methodology, conducting stakeholder outreach, preparing financial and economic analyses, and assisting with all documentation and public processes necessary for the creation and implementation of the BID in accordance with applicable Florida Statutes and local ordinances.

The selected consultant shall provide services including, but not limited to:

  • Project management and coordination;
  • Existing conditions and market analysis;
  • Business Improvement District feasibility study;
  • Stakeholder identification and outreach;
  • Business and property owner surveys;
  • Public meetings and workshops;
  • Benefit and apportionment analysis;
  • Special assessment methodology report;
  • Parcel database development and assessment roll preparation;
  • Financial analysis and multi-year operating budget;
  • Assessment revenue projections;
  • Preparation of draft ordinances, resolutions, and supporting documentation;
  • Presentations before advisory boards, committees, and the City Commission; and
  • Assistance through the adoption and implementation of the Business Improvement District.

The full Statement of Work will be available on or after July 23, 2026, through the City's IonWave procurement portal at https://lauderhill.ionwave.net/. Vendors obtaining solicitation documents from sources other than IonWave are advised that their solicitation package may be incomplete. All addenda will be posted and distributed through the City's Finance/Purchasing Department via IonWave.
