General Terms

The City reserves the right to reject any or all Proposals, or any part thereof.
All contracts for the construction of Public Works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1-12).
The successful bidder shall comply with all applicable local, state, and federal laws and must be an equal opportunity employer.

Sealed proposals will be received by the City Clerk of Mt. Vernon, 1100 Main Street, Mt.

Vernon, Illinois 62864, by 3:00 P.M. on Friday, March 13, 2026. Proposals will be opened in the

City Clerk’s Office at 3:00 P.M. on Friday, March 13, 2026. Proposals will not be accepted after

3:00 P.M. on March 13, 2026.

Fireworks display on July 4, 2026, 2027 & 2028 at the Salute to Freedom

to be held at the Mt. Vernon Outland Airport

Proposals are to include:

1. Detailed program and product description for a display set to music, not to exceed

$40,000 for 2026 and $35,000.00 per year for 2027 & 2028 without a rain date, and

name, address, telephone number and name of contact person. A detailed list of

products and the number of products to be included in the display are required in order

to be considered. Please call for information on shell size limits.

2. Name of liability carrier and the amount of coverage limits

3. References from past productions with name, address, phone number and contact

person

• The vendor is responsible for delivery, setup, and dismantling of all show material.

• Firing must be done by qualified personnel.

• The vendor shall be required to indemnify the City of Mt. Vernon, Mayor John Lewis,

and the Mt. Vernon Airport Authority, and the officers, employees, members, and

agents of each against any and all damages, claims, attorney’s fees and losses of every

kind and type arising from vendor’s activities and the display.

• Vendor must be an equal opportunity employer.

• The city reserves the right to accept the proposal deemed most advantageous to the

City in City’s sole discretion; further, the City reserves the right to reject all proposals.
